HEC Government Study Loan for January
2027 Intake Apply by October 21, 2026
The Higher Education
Council (HEC) has announced a call for applications for Government Study
Loans for Rwandan students planning to study abroad for the January 2027 intake.
Applications are open from 1 October to
21 October 2026 and must be submitted online through the HEC Management
Information System (HECMIS). Applications submitted after the deadline will not
be considered.
Who Can Apply?
Applicants must:
- Be a Rwandan citizen.
- Have secured admission to a recognized/accredited foreign
Higher Learning Institution.
- Meet HEC’s academic and other requirements.
- Provide a valid admission letter for the programme and
institution for which the loan is requested.
- Meet any additional requirements applicable to their level of
study.
For Bachelor’s applicants, only candidates
who completed Senior Six in 2026 and secured admission to a recognized
foreign university are eligible. Students already enrolled in foreign
universities are not eligible.
Priority Fields
The call identifies the following national
priority areas for Bachelor’s, Master’s and Doctorate applicants:
- Aviation
- Health Sciences
- Information Technology
- Nuclear
- Sports
- Infrastructure
Applicants should also note that the
programmes must meet the applicable requirement of being not offered by
local Higher Learning Institutions.
Required Documents
Applicants are required to submit documents
including:
- Application letter addressed to the Director General of HEC
- Valid admission letter from a recognized foreign institution
- Certified academic certificates and transcripts
- National ID
- Updated CV
- Recommendation letter
- Personal statement
- Supporting documents for requested costs, where applicable
The application letter should specify the
programme, institution and country, mode of study, programme dates and
duration, academic level, and requested amount with a breakdown of costs.
