The Rwanda Basic Education Board
(REB) has announced the appointment of teachers and school administrative staff
to positions across pre-primary, primary, and secondary schools nationwide,
effective September 1, 2026.
The announcement, made in a letter signed
by REB Director General Dr. Nelson Mbarushimana, was addressed to District
Mayors and District Executive Secretaries across the country. It follows Prime
Minister’s Order No. 033/03 of November 12, 2024, which established the Special
Statute governing Basic Education Staff and outlines the Ministry of
Education’s responsibilities in staffing schools.

According to the letter, REB has finalized
placements for teachers and school leadership staff in Primary and Secondary
Schools, with an accompanying list detailing each staff member’s assigned
position. Districts have been instructed to use this list to prepare official
appointment letters for the respective schools, with appointments taking effect
from September 1, 2026.
REB has also called on all districts to
ensure that every teacher and staff member is registered in the Teacher
Management Information System (TMIS) by no later than August 31, 2026. This
step is intended to ensure that staff being promoted to new positions can be
replaced without delay, allowing schools to be fully staffed before the start
of the new academic year.

Copies of the letter were shared with the
Minister of Education, the Minister of State in charge of Education, the
Permanent Secretary of MINEDUC, and District Education Coordinators across the
country.
The move reflects REB’s ongoing efforts to
strengthen school leadership and staffing systems as part of broader
initiatives to improve the quality of teaching and learning in Rwanda’s basic
education sector.
