HEAD OF IT
BANK OF AFRICA – RWANDA is a private commercial bank
operating in Rwanda, providing a comprehensive range of financial solutions to
businesses, institutions, and individuals.
The Bank commenced operations in Rwanda in October 2015,
following the acquisition of AGASEKE Bank, which had been operating in Rwanda
since November 2003.
Today, BANK OF AFRICA – RWANDA has 14 branches and a
dedicated Business Centre, with 8 branches in Kigali and 6 branches
upcountry in Muhanga, Huye, Musanze, Rubavu, Rusizi and Kayonza.
Position Title : Head of IT
Department : Support Services
Job Purpose
The role holder is responsible for developing and
implementing IT strategies for the Bank, aligned with its strategic objectives.
The role aims to deliver value to the Bank through the effective, appropriate
and cost-efficient use of technology.
Key Responsibilities
1. Strategic Alignment :
- Plan,
design and implement strategic IT objectives that support the Bank's
business objectives.
- Participate
in and promote a participatory budgetary process to ensure adequate IT
resources are planned for the achievement of Bank objectives and the
leveraging of emerging opportunities.
2. Value Delivery:
- Implement
appropriate and Cost-effective technology solutions that support the
Bank’s business operations.
- Negotiate
Service Level Agreements (SLAs) and monitor the performance of vendors and
suppliers to ensure compliance with agreed service levels.
- Lead
IT-related projects and ensure their effective and timely implementation.
3. Resource Planning:
- Participate
in the process of recruitment, selection, induction and training to ensure
appropriate skills are available in the department.
- Direct,
support and guide staff activities to achieve goals.
- Manage
IT procurements in collaboration with Bank procurement department and in
accordance with Bank procurement rules and regulations.
4. Risk Management:
- In
liaison with the Risk Function, plan, design, implement and monitor IT
security measures, including Business Continuity Planning.
- Participate
in maintaining, updating and complying with the Bank's IT risk register
and risk matrix.
- Monitor
leases and contracts and ensure compliance with contractual terms and
proper licensing of all hardware and software components.
- Design,
implement and enforce appropriate and effective internal IT controls.
5. Performance Management:
- Monitor
departmental and individual performance against agreed objectives.
- Set
targets, monitor performance, and provide appropriate support, instruction
and guidance to staff.
- Manage
vendor relationships for existing services and ensure timely renewal and
updating of contracts for installed hardware and software.
- Perform
any other duties as may be assigned by the Head of Organization.
Qualifications, skills and Abilities Desired
Applicants should possess :
- A
bachelor’s or master’s degree in IT or related Fields
- At
least 7 years of relevant professional experience in IT, preferably within
the banking or financial services sector.
- Knowledge
of Microsoft Operating systems
- Strong
database management skills with particular emphasis on Sybase database
administration.
- Good
knowledge of banking systems and general banking operations.
- Knowledge
of LAN/WAN technologies and Cisco networking.
- Strong
understanding of Information Technology principles and practices.
- Good
product development and management capabilities.
- Strong
negotiation, problem-solving and conflict-resolution skills.
- Creative
thinking and an innovative mindset.
- Excellent
interpersonal, oral and written communication skills.
- Strong
general management and administrative capabilities.
- Demonstrated
leadership and performance management skills.
