About the Position

The Procurement Supervisor will establish daily procurement priorities based on objectives provided by the General Services Office (GSO).

The position will provide supervision, guidance, and mentoring to two Procurement Agents and one Purchasing Agent and will be responsible for the procurement of commodities and services required by the U.S. Embassy Kigali.

The successful candidate will oversee procurement of a wide range of goods and services, including:

Procurement may be conducted through contracts, purchase orders, credit cards, blanket purchase agreements, and requisitions from local, regional, and U.S.-based vendors.

Education Requirements

A Bachelor’s degree in one of the following fields is required:

  • Business Administration
  • Supply Chain Management
  • Logistics
  • Finance

Professional Experience

Applicants must have:

  • At least three (3) years of progressively responsible experience in procurement, logistics, or a related field.
  • At least one (1) year of supervisory experience.

Language Requirements

Fluency in Kinyarwanda and English, including speaking, reading, and writing, is required.

Job Knowledge

Applicants must have good knowledge of:

  • Local market practices
  • Capabilities of local suppliers
  • Local pricing customs and practices

Skills and Abilities

Applicants should be able to:

  • Analyze local market trends, competitive pricing, product quality, and specifications.

About the Position

The Engineering Technician (Building Automated Systems) will be responsible for the operation and maintenance of computer- and microprocessor-controlled systems located throughout the Embassy compound.

The position involves planning, organizing, maintaining, analyzing, and diagnosing large and complex mechanical and electrical systems and their control equipment. The successful candidate will work under the direction of the Facility Manager.

Management

Key Duties and Responsibilities

  • Operate and maintain building automation systems and related equipment.
  • Perform skilled analysis and diagnostic maintenance on major systems and critical equipment.
  • Maintain computer- and microprocessor-controlled systems.
  • Participate in a Reliability Centered Maintenance program where applicable.
  • Plan, organize, and maintain complex mechanical and electrical systems and control equipment.
  • Diagnose system faults and failures and support timely repairs.
  • Ensure building systems operate within their designed parameters.

 Education Requirements

Applicants must have completed a 4-year Bachelor of Science degree, or equivalent, in one of the following fields:

  • Mechanical Engineering
  • Electrical Engineering
  • General Engineering
  • Computerized Systems
  • Control and Sensor Technology

Applicants must also provide proof of specialized technical training relevant to the  education requirements.

Professional Experience

Applicants must have:

  • At least five (5) years of field experience in the operation and maintenance of building automation systems.
  • Experience with computer and microprocessor control system installation and programming.
  • At least two (2) years of direct maintenance experience with Building Automation System (BAS) components.
  • At least three (3) years of experience with large, modern, commercial, or government office building operations and maintenance.
  • Experience working with U.S. building, trade, construction, fire, and safety codes and standards.

Language Requirements

Fluency in English and Kinyarwanda, both written and spoken, is required.

Knowledge and Technical Skills

Applicants should have:

  • Strong knowledge of building automation systems and their components, including sensors and actuators.
  • Ability to adjust system settings and components to maintain building operations within designed parameters.
  • Ability to interpret sensor readings, fault codes, and failure codes to diagnose problems.
  • Knowledge of building systems and the operating parameters of different building spaces.
  • Knowledge of local companies capable of providing materials and technical services.
  • Detailed technical knowledge of control systems and their interfaces with operating systems.
  • Working knowledge of AutoCAD and the ability to develop and modify building drawings.

Other Skills and Abilities

  • Strong computer skills, including Microsoft Word, Excel, Outlook, and PowerPoint.
  • Ability to prepare reports, spreadsheets, cost estimates, inspection logs, and utility consumption charts and graphs.
  • Ability to write clear emails and conduct online research.
