Call for Subject Experts: Higher
Education Council (HEC) Opens Second Round of Applications
The Higher Education Council (HEC) of
Rwanda has officially announced the opening of the Second Round of the Call
for Applications for Subject Experts. This initiative aims to expand and
update HEC's database of specialized professionals to match the growing volume
of applications and emerging fields requiring rare academic and technical skill
sets.
The HEC expert database is updated every 3
years, and international academic and professional experts are strongly
encouraged to apply.
Background & Regulatory Mandate
The Higher Education Council is the
government regulatory agency responsible for regulating higher education
institutions in Rwanda. Governed by Presidential Order N° 044/01 of 24/07/2026,
Article 6 mandates HEC to establish educational standards, approve curricula
and academic programs, and monitor both educational quality and research
conduct across higher learning institutions.
To fulfill these legal responsibilities,
HEC relies on a roster of vetted Subject Experts to conduct rigorous
evaluations, quality assessments, and policy reviews.
Key Roles & Responsibilities
Selected experts will contribute to various
higher education quality assurance activities, including:
- Accreditation & Approvals:
Assessing applications for new private higher learning institutions, new
academic programs, and revised curricula.
- Institutional & Subject Audits:
Conducting subject reviews of academic programs and comprehensive
institutional audits of higher learning institutions.
- Standards & Benchmark Development: Developing national competence standards, benchmarks, and
national academic frameworks and policies.
- Capacity Building & Quality Assurance: Capacity building of higher learning institutions regarding
national policies, guidelines, and quality assurance mechanisms.
- Compliance & Monitoring: Assessing
ICT implementation in teaching/assessment, student industrial attachment
delivery, research quality, and compliance with admission requirements.
- Framework Implementation & Surveys: Evaluating the implementation of the Rwanda Qualifications
Framework, conducting employer/graduate satisfaction surveys, and
evaluating institutional performance and ranking.
Expertise & Qualifications Required
Applicants of all nationalities are
encouraged to apply under one of the following expert categories:
- Academic Experts:
- Must hold a PhD or Master's degree in a field relevant to the
designated tasks.
- Minimum of three (3) years of teaching and research experience
in a higher learning institution.
- Professional Experts:
- Must hold a PhD or Master's degree in a field relevant to the
designated tasks.
- Minimum of three (3) years of relevant professional practice
and field experience.
- Experts with Rare Skills (Not available on the local market):
- Must hold a PhD or Master's degree (PhD holders with ranks
such as Professor, Associate Professor, Senior Lecturer, or Lecturer are
strongly encouraged).
- Minimum of three (3) years of experience with rare
professional skills aligned with HEC requirements.
Note:
Candidates with degrees obtained abroad must possess an official Equivalence
Certificate.

- Natural Sciences, Mathematics, and Statistics
- ICT and Multimedia Technologies
- Engineering-related fields
- Construction and Building Services
- Transport and Logistics
- Agriculture, Food Processing, Forestry, Fisheries, and
Veterinary
- Health Science-related fields
- Education fields
- Arts, Humanities, Journalism, and Social Sciences
- Business Administration and Economics-related fields
- Law, Governance, and International Development Studies
- Religious and Theological Studies
- Aviation, Aeronautic & Aerospace Engineering, and Aviation
Management
- Hospitality and Tourism
- Military Science and Security-related studies
- Technical Science-related fields
- Creative and Fashion Studies
- Sports-related Studies
- Any other academic fields
Contractual Framework & Remuneration
- Appointment: HEC will contact and
invite designated database experts as specific assignments arise.
- Onboarding & Training: Signed
contracts will govern each assignment, and experts will receive onboarding
training along with assessment tools.
- Remuneration: HEC has revised its
remuneration package upwards. It offers competitive compensation aligned
with the scope and nature of the task, including daily subsistence
allowances and honorarium arrangements.

- Required Documents: A comprehensive
CV in English highlighting subject-related expertise and experience
relevant to the roles, along with copies of highest academic degree
certificates.
- First Round Applicants: If you
applied during the recent First Round call, your application remains valid
and does not need to be resubmitted.
