ORGANISATIONAL CONTEXT:
The World Food Programme (WFP) is the United Nations
frontline agency fighting hunger. WFP reaches more than 150 million people per
year - delivering humanitarian food assistance and working with smallholder
farmers, communities, and governments to improve nutrition and build resilience
to crises. As conflict, climate change and economic shocks drive up the number
of hungry people in Eastern Africa, finding innovative solutions to the complex
humanitarian and development challenges in the region is essential, now perhaps
more than ever.

In Rwanda, WFP supports the Government with its ambitious
goals to ensure food security and nutrition and equitable access to sustainable
livelihoods for all. In this effort, WFP Rwanda works closely with diverse
stakeholders to provide general food and nutrition assistance to over 135,000
refugees, asylum seekers and returnees; to strengthen national disaster risk
management, social protection, school meals and nutrition programmes; to
transform food systems; and to support emergency preparedness and response.
JOB PURPOSE:
To manage the stewardship of WFP’s resources through
monitoring financial data, providing technical advice and client-focused, and
value for money services pertaining to the Management Services to enable
effective management of funds, and ensure assistance to beneficiaries is
undertaken in the most efficient and effective way possible. To establish team
priorities and work plan.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated
authority):
Finance Management
- Support
corporate finance and resource management strategies by contributing to
the development of policies and procedures, participating in key
programmatic initiatives, and embedding value for money in these
initiatives through advice on financial assessment, reporting and
accounting.
- Lead
on the implementation of CO finance, budgeting and resource management
operations, in order to support the timely and effective supply of food
assistance and comply with WFP standards and processes.
- Ensure
that bank reconciliation, disbursements, clearance of receivables, overall
cash management and
monthly financial
closures are performed regularly and in accordance with corporate
requirements.
- Identify
and develop improvements to policies, systems and procedures in order to
improve the efficiency and effectiveness of operations, minimise risk, and
ensure services are aligned with business objectives.
- Coordinate
and deliver financial controls and insight into WFP performance,
undertaking periodic risk and internal control assessments to identify
areas which may present potential audit, compliance or financial risks
Budget Planning and Management
Management
- Identify
opportunities to develop and implement policies and procedures for budget
and programming activities, with the aim of achieving objectives in
compliance with WFP and functional strategies.
- Advise
on budgetary adjustments for optimal resource utilization, coordinating
inputs from various units and providing regular feedback to main
stakeholders.
- Proactively
support the preparation and review of various budgets for accuracy,
appropriateness, cost containment/effectiveness and
completeness, monitoring ongoing performance against operational budget.
- Review
and clear submitted funding proposals, making recommendations, when
necessary, in close collaboration with BPOs in the field, donor officers,
and or the Activity/SO managers.
- Coordinate
CSPs/RBPs closure activities following up on outstanding actions with
stakeholders enabling the timely receipt and start of potential resource
transfers.
- Coordinate
the development of key planning documents, including the Country Portfolio
Budget (CPB), Budget Revisions, Management Plan, and Implementation Plan,
ensuring alignment with WFP procedures and operational priorities.
Pipeline Management
- Supervise
the matching of commodity pipeline requirements with sourcing options
including Advance Financing requests in collaboration with stakeholders at
the operational level to ensure timely shortfall coverage and efficient
utilization of contributions.
- Analyze
and clear monthly pipelines process and working group to develop standards
around pipeline clearance, discuss resource availability and allocations,
corporate stock replenishments and where appropriate make recommendations
to manage severe shortfalls and enable decision making at HQ/RB.
- Convene
and moderate the monthly, cross-functional, pipeline working group,
(across Area Offices, Sub Offices and Field Offices as needed), that
proactively discusses resource availability and upcoming shortfalls, while
recommending timely mitigation measures.
- Participate
in meetings with internal and external stakeholders to discuss the
utilization of incoming contributions, as well as support the process of
developing funding proposals.
Funds, Performance Management, and Reporting
- Collate
inputs for the CO/RB Resource Management Committee (RMC) which reviews and
prioritizes resources against the Country Portfolio Budget (CPB)
implementation plans, as per agreed timelines.
- Advise
COs and spending units on complex programming requests and the utilization
of funds (appropriateness, timeliness, accuracy, etc.) while proactively
engaging fund managers to implement recommendations and possible
corrective actions that enable reporting against original budgets and
approved funding proposals.
- Coordinate
the preparation of interim, progress and final reports as stipulated in
various contribution agreements between WFP and specific donors,
particularly for those locally negotiated contributions in close
collaboration with CO, RB and HQ counterparts as required.
- Monitor
ongoing performance against budget for WFP operations, including Global
Commodity Management Facility, through various financial analyses and
provide sound advice on budgetary adjustments as necessary to budget
owners for optimal resource utilisation and in adherence to available
guidance and policies.
Management Services
- Lead
and oversee the Country Office asset management function, ensuring
effective lifecycle management of assets, including acquisition,
utilization, inventory management, disposal processes, and annual Physical
Count and Reconciliation (PCAR) exercises. Ensure compliance with
corporate policies, strengthen asset accountability, and promote efficient
utilization of organizational
resources.
- Provide
strategic leadership and oversight of facilities management and general
administrative services, including office space planning, premises
management, accommodation arrangements, maintenance programmes, vendor
oversight, and workplace improvement initiatives to ensure safe,
efficient, and cost-effective service delivery.
- Lead
the management and oversight of fleet operations, ensuring compliance with
corporate policies and standards related to vehicle utilization,
maintenance, fuel management, road safety, driver supervision, and fleet
optimization. Promote efficient and accountable use of fleet resources
while ensuring operational readiness.
- Lead
the implementation of WFP's Environmental Sustainability and Waste
Management agenda within the Country Office, ensuring compliance with
corporate environmental commitments, implementation of sustainability
action plans, monitoring of environmental performance indicators, and
promotion of sustainable workplace practices and awareness initiatives.
- Provide
leadership in strengthening the Management Services internal control
environment by ensuring compliance with corporate policies, delegated
authority frameworks, regulatory requirements, and oversight
recommendations. Monitor risks, identify control gaps, and oversee the
implementation of corrective actions arising from audits, reviews, and
compliance assessments.
- Oversee
the provision of travel and protocol services, ensuring compliance with
corporate travel policies and procedures, effective coordination with
service providers and government counterparts, facilitation of visas and
official documentation, and delivery of efficient, customer-oriented
travel support to staff and official visitors.
Leadership
- Develop
and document internal business processes, Standard Operating Procedures
(SOPs) and training packages on resource management matters as
well as onboarding new colleagues in the team.
- Supervise,
guide a medium-sized team, coaching and providing/delivering training to
build capacity and increase expected level of operational support, acting
as point of referral and second escalation point on more complex analysis
and queries.
- Where
needed, co-lead the activation/deactivation and management of
Global Commodity Management Facility (GCMF) supply lines, participate in
knowledge transfer activities in support of the facility and facilitate
decision-making for the allocation of corporate stocks.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
- Advanced
university degree in Business Administration, Statistics, Finance,
Economics or other relevant field.
- Additional
professional training in project management, statistical analysis, and/or
operational planning and management is desirable.
Experience:
- At
least 8 years of experience in financial reporting, budget preparation,
funds management
- Experience
in managing one or more Management Services lines of business (management
of assets, facilities, fleet, travel, or other) including coordination
with internal and external stakeholders.
Language:
- Fluency
(level C) in English language.
