REB Issues Official Guidelines for the
2026 Holiday Remedial Learning Program
The Rwanda Basic Education Board (REB) has
officially published the operational guidelines for the Holiday Remedial
Program (Gahunda Nzamurabushobozi Ikorwa mu Biruhuko, 2026).
Running from July 27 to August 28, 2026
(a duration of 25 teaching days), this initiative is designed to support
Primary 1 to Primary 5 (P1–P5) students who scored below 50% in the previous
academic year.
The program aims to bridge learning gaps in
foundational literacy and numeracy, giving students the chance to improve their
scores, update their records in CAMIS, and secure promotion to the next
grade on SDMS.
Core Operational Structure &
Schedule
- Daily Schedule: Remedial sessions
run daily from 8:00 AM to 12:00 PM, followed immediately by student
meals.
- Class Size Cap: To guarantee
personalized learning, class sizes are strictly capped at 20 learners
per room.
- Subject Coverage:
- Lower Primary (P1–P3): Kinyarwanda,
Mathematics, and English.
- Upper Primary (P4–P5):
Kinyarwanda, Mathematics, English, Elementary Science & Technology
(SET), and Social & Religious Education.
- Targeted Assistance: Students
attend sessions only for the specific subjects in which they scored under
50%. They are not required to take remedial sessions or final assessments
for subjects they previously passed.
School Feeding & Operational Budget
Provisions
REB and the Ministry of Education (MINEDUC)
have allocated direct financial support and logistics to ensure students remain
nourished throughout the 25-day program:
- Direct School Allocations: Every
participating school receives 86,000 RWF for firewood and
vegetables, along with 6,000 RWF for salt.
- Surplus Food Utilization: Districts
may request approval from MINEDUC to utilize surplus food stock from the
regular term for school feeding.
- Kitchen Staff: Schools are
permitted to retain up to 3 kitchen staff members, each receiving a
daily allowance of 1,000 RWF.
Transport Allowances for Teachers and
School Leaders
To cover facilitation during the holiday
period, REB has structured transport allowances for educators and
administrators involved in managing the program:

School leaders are permitted to rotational
duty schedules to ensure continuous daily supervision at the school premises.
Youth Volunteers Program (Urubyiruko
r'Abakorerabushake)
Secondary school graduates (S4–S6) and
university students are invited to join as volunteer teaching assistants.
- Quota: Each school may host youth
volunteers up to the total number of remedial classrooms in operation.
- Responsibilities: Volunteers assist
primary teachers with lesson delivery, marking exercises, preparing
teaching aids, and student management.
- Incentives: Upon successful
completion of the full 25-day program, volunteers will receive an Official
Certificate of Service and a stipend of 5,000 RWF disbursed
through the school account.
