REB Requirements for Teachers to Apply
for Internal and External Transfers (2026–2027)
Following the formal announcement by the
Rwanda Basic Education Board (REB), the application window for teacher
transfers for the 2026–2027 academic year has been officially launched.
Grounded in Prime Minister's Order No. 033/03 of 12/11/2024 (specifically
Articles 42 and 43), the transfer process is fully digitized and automated
through the Teacher Management Information System (TMIS).
Based on the official timeline outlined,
the entire process is structured to run smoothly from mid-June through mid-July

The Official 2026 Transfer Timeline
As verified by the official transfer
calendar, the application and verification phases are scheduled as follows:
- Circulation of Transfer Criteria & Preparations: June 15 – June 18, 2026.
- Vacant Posts Identification (in TMIS): June 19 – June 21, 2026.
- Internal Transfer Application Window (Within the same
District): June 22 – June 29, 2026.
- Internal Verification Process: June
30 – July 03, 2026.
- Publication of Internal Transfer Results: July 06, 2026.
- External Transfer Application Window (To a different District): July 06 – July 12, 2026.
- External Verification Process: July
12 – July 14, 2026.
- Final Publication of External Transfer Results: July 15, 2026.
Pro-Tip: If
your application for an internal transfer is unsuccessful during the first
phase, you are fully eligible to apply for an external transfer once the window
opens on July 6th.
General Eligibility Requirements for
Teachers
To be pre-selected for a transfer,
applicants must fulfill strict criteria regarding performance, qualifications,
and experience:
- Updated TMIS Profile: Your employee
profile must be completely updated in TMIS, with your current residence
address accurately filled out and all required documents uploaded.
- Educational Qualifications: You
must hold a recognized certificate in education (such as a Degree, PGDE,
or Pre-Primary and Primary Teacher Professional Training Certificate).
- Performance Benchmark: You must
have scored at least 70% on your official performance evaluation
report for the 2024–2025 academic year.
- The 3-Year Service Rule:
- You must have completed a minimum of three (3) years of
continuous service, which includes your probation period.
- Upgraded teachers must complete at least three (3) years of
service in their new position before becoming eligible to request a
transfer.
- Teachers who previously received a transfer or direct
workplace exchange (permutation) are only eligible to apply for a new
transfer after completing three (3) years at their current station.
- Profile Relevance: You must apply
strictly for vacant positions that directly correspond to your specific
academic qualifications and specializations.
Required Documentation Guide
Before launching your application on the
portal, make sure you have scanned copies of the following documents ready for
upload:
- Definitive Appointment Letter: A
clear copy of your official, permanent appointment letter.
- Academic Credentials: A copy of
your degree or academic certificate.
- Signed Performance Evaluation: Your
performance evaluation report for the 2024–2025 academic year. Note that
the first and last pages of the official evaluation form must be duly
signed by the competent authority.
Priority Placement Rules (Tie-Breakers)
Transfers are strictly dependent on the
availability of validated vacant posts within the TMIS system. In cases where
the number of eligible teacher applicants exceeds the available vacancies in a
specific school or district, REB will prioritize candidates based on the
following strict order of criteria:
- Physical Health / Chronic Disease: Prioritizing
applicants with recognized disabilities or documented chronic diseases.
- Family Health Status: Applicants
who have a spouse or biological child living with a disability or chronic
disease.
- Gender: Prioritizing the less
represented gender.
- Civil Status: Prioritizing married
teachers or heads of household.
- Seniority: Prioritizing teachers
with a longer tenure/date of hire in the teaching profession.
- Age: Prioritizing elderly
applicants.
- First-Come, First-Served:
Prioritizing those who submitted their applications earliest via TMIS.
Step-by-Step Application Process
- Log In: Access the TMIS portal
online at https://tmis.reb.rw.
- Select Vacancies: Identify
validated vacant posts. You are permitted to choose one (1) district
of application and select a maximum of three (3) schools within
that specific district.
- Upload & Submit: Attach your
appointment letter, qualifications, and signed evaluation report, then
submit your request.
Important Notice: There is no waitlist for
transfer applications. Furthermore, all results verification and subsequent
appeals must be handled strictly online through TMIS. REB will not accept or
process any physical appeal requests brought in person to its offices.
