REB Requirements for Head Teachers, DOS,
DOD, and Support Staff to Apply for Internal and External Transfers (2026–2027)
Following the official rollout of the
transfer and permutation window for the 2026–2027 academic year, the Rwanda
Basic Education Board (REB) has outlined distinct requirements for school
leadership and administrative support staff. Governed by Prime Minister's Order
No. 033/03 of 12/11/2024, the process for leaders and support staff is fully
digitized through the Teacher Management Information System (TMIS).

documentation for Head Teachers, Deputy Head Teachers (including Directors of
Studies/DOS and Directors of Discipline/DOD), Bursars, and
Accountant-Secretaries.
The Official 2026 Transfer Calendar
As detailed school administrative staff and
leaders must track these crucial operational dates:
- Circulation of Transfer Criteria & Preparations: June 15 – June 18, 2026.
- Vacant Posts Identification (in TMIS): June 19 – June 21, 2026.
- Internal Transfer Application Window (Within current District): June 22 – June 29, 2026.
- Internal Verification Process: June
30 – July 03, 2026.
- Publication of Internal Transfer Results: July 06, 2026.
- External Transfer Application Window (To a different District): July 06 – July 12, 2026.
- External Verification Process: July
12 – July 14, 2026.

Note: If an
administrative staff member's internal transfer application is unsuccessful
during the first phase, they remain fully eligible to apply for an external
transfer when that window opens on July 6th.
Core Eligibility Criteria for School
Leaders & Support Staff
To qualify for a transfer request to a new
station, all administrative applicants must meet the following baseline REB
standards:
- Updated TMIS Profile: Your employee
profile must be completely updated in TMIS, with your current residential
address and all required credentials uploaded.
- Performance Benchmarks: You must
have achieved a performance evaluation score of at least 70% for
the 2024–2025 academic year.
- Tenure Requirement: You must have
completed at least three (3) years of service, including your probationary
period.
- Previous Transfers: If you have
previously been transferred, you are only eligible to apply again after
completing three (3) years at your current station.
- Vacancy Relevance: You must apply
strictly for validated vacant positions that match your exact professional
profile, qualifications, and specializations.
Role-Specific Requirements
In addition to the baseline rules, REB
mandates specific clearances depending on your administrative position:
1. Head Teachers and Deputy Head
Teachers (DOS / DOD)
- District Recommendation: You must
obtain an official recommendation letter from the district in which you
are currently serving.
- Comprehensive Evaluation: You must
have successfully undergone the Comprehensive Evaluation for School
Leaders conducted jointly by the Ministry of Education (MINEDUC) and
the Districts.
2. Support Staff (Bursars and
Accountant-Secretaries - A2)
- District Clearance: All A2-level
Bursars and Accountant-Secretaries applying for a transfer must obtain and
upload a formal recommendation letter from their current district of
service.
Required Documentation Guide
All administrative applicants must upload
clear, scanned copies of the following standard documents to TMIS:
- Definitive Appointment Letter: A
copy of your official, permanent appointment letter.
- Academic Credentials: A copy of
your academic certificate or degree.
- Signed Performance Evaluation: The
official performance evaluation report for the 2024–2025 academic year,
featuring the first and last pages duly signed by the competent authority.
Additional Recommendations for
Government-Aided Schools
If you are a Head Teacher or Deputy Head
Teacher (DOS/DOD) in a government-aided school, you must submit additional
clearances depending on your target school:
- Moving Between Government-Aided Schools: You need two recommendation letters—one from the
education official representing your current School Owner/Church (at the
diocese, region, or field level) and another from the receiving School
Owner/Church.
- Moving from a Public School to a Government-Aided School: You must submit a recommendation letter from your current
District of Work alongside a recommendation letter from the official in
charge of education from the receiving School Owner/Church.
How to Submit Your Application
- Log in to the TMIS portal via https://tmis.reb.rw.
- Identify validated vacant posts in the system. You may choose one
(1) district of application and up to three (3) schools within
that district.
- Upload all mandatory certificates and specific recommendation
letters, then submit.
Reminder: All results verification and
subsequent appeals will be processed strictly online through TMIS. REB will not
accept or process any physical, in-person appeal requests at its offices.
