Government of Rwanda Scholarships in
Highly Specialized Digital Skills 2026
The Government of Rwanda, through
the Higher Education Council (HEC) in collaboration with
the Rwanda Information Society Authority, has announced scholarship
opportunities for Rwandans wishing to pursue Master’s and PhD studies in highly
specialized digital skills programs.
This initiative is supported under the
Rwanda Digital Acceleration Project funded by the World Bank and the Asian
Infrastructure Investment Bank (AIIB).
Scholarship Opportunities Available
Eligible candidates are invited to apply
for study bursary loans in the following priority fields:
- Artificial Intelligence
- Robotics
- Blockchain
- Internet of Things (IoT)
- IoT-Embedded Computing Systems
- IoT-Wireless Intelligent Sensors Networking
- Embedded Computing
- Wireless Sensor Networking
- Cybersecurity
- Virtual Reality
- Space Technology
- Software Engineering
- Computer Science
- Computer Engineering
- Digital Media
- Digital Entrepreneurship
Required Application Documents
Applicants must submit the following
documents:
Educational Resources
- Application letter addressed to the Director General of HEC
- Unconditional admission letter indicating the course and
duration of study
- National ID or valid passport
- Updated Curriculum Vitae (CV)
- Two recommendation letters from employers and/or academic
supervisors
- Certified academic degrees and transcripts
Eligibility Criteria
Applicants must meet the following minimum
requirements:
- Must have an unconditional admission letter from a local or
international university.
- Must hold a Bachelor’s Degree with at least a Second Class
Upper Division.
- Must have at least three years of work experience with
demonstrated passion in advanced ICT fields.
- Must provide two recommendation letters.
- Applicants should not have previously completed another
Master’s degree and should not currently be enrolled in another Master’s
or PhD program.
