HEC Announces Application Process for Study Loans and Scholarships
Application for Study Loans
The Higher Education Council (HEC) wishes to inform the public, particularly prospective students who plan to study in local Higher Learning Institutions and in International Universities, that applications for study loan for both local and international studies are published and granted annually
Please take note of the following important information:
No scholarship application without admission: HEC no longer accepts scholarship application for studies in Rwanda or abroad unless the applicant has already secured an official admission letter from a recognized academic institution
. Award criteria: Study loans are awarded based on national priority fields and the availability of funds within the approved government budget
. Funding: Scholarships are awarded to students based on the highest marks obtained in their completed level of study and the eligibility criteria
. Cooperation scholarships: These will continue to be published on the HEC website as they become available for interested applicants to apply
. Application platform: All applications must be submitted exclusively through the HECMIS online platform
. Local applicants: Information regarding local study loan applications will be communicated after confirmation of admissions with local higher learning institutions

For Rwandan students wishing to study abroad, applications are done two (2) times, during the September and January intakes as described in the table below
