Human Resource Management Specialist is responsible: • To
Provide Technical Support at senior level to MINISTRY on matters related to
Human Resource Management by: • Conduct and or supervise research, policy and
strategy analysis on matters of HR in the institution; • Design policy and
strategy proposals as well as programs and projects in matters of HR in the
public service; • Analyse job
requirements and prepare job descriptions and job specifications for
recruitment , job evaluation and other purposes; • Identify strategic and
operational capacity building and development needs of the institution; •
Formulate staff development strategies and programs especially in staff
training and supervise their implementation; • Provide advice to the
institution on recruitment, performance management including evaluation, HR
needs assessment, HR forecasting , planning and management, capacity development
and training, scholarships schemes, competence profiling, skills inventory, HRM
information systems, leadership development, and other aspects of HRM including
pension schemes, pay roll management, incentive schemes, utilization of ICT to
manage HR ; • Initiate budget proposal for the HR department; • Enforce and
coordinate periodic staff performance appraisal/evaluation exercises ; • Play
an advisory role for the institution’s staff on HR policies and procedures ; •
Monitor or establish payment statements (staff salaries and benefits) and
regularly verify statutory contributions and all legal deductions ; • Prepare,
Monitor and evaluate the organization’s recruitment and selection process to
ensure that the organization recruits the best people for advertised jobs
and ensure the compliance with legislation and best practice related to equal
opportunities ; • Play advocacy role and ensure the staff’s welfare; • Carrying
out any other relevant tasks assigned by the Ministry authorities.

Qualifications
Bachelor’s Degree in Human Resource Management, Management
with specialization in Human Resource or Business Administration with
specialization in Human Resource with three (3) years of relevant working
experience, with a recognized Human Resource Professional Certification in
CHRM, PHRi, SPHR, SHRM or any other recognized HR professional certification
3 Years of relevant experience
Master’s Degree in Human Resource Management, Management
with specialization in Human Resource or Business Administration with
specialization in Human Resource with one (1) year of relevant working
experience, with a recognized Human Resource Professional Certification in
CHRM, PHRi, SPHR, SHRM or any other recognized HR professional certification.
1 Years of relevant experience
Bachelor’s Degree in Public Administration, Administrative
Sciences, Management, Business Administration, or Law with a recognized Human
Resource Professional Certification in CHRM, PHRi, SPHR, SHRM or any other
recognized HR professional certification with three (3) years of relevant
working experience is eligible.

The Planning, Monitoring and Evaluation Specialist shall
report to the Permanent Secretary and will be responsible for: A. Design
Product, Project and Policy function • Review the Ministry’s performance and
advise Ministry's Officials on Products, Policies and Strategies that may be
adopted to increase effectiveness and efficiency in fulfilling its mandate; •
Monitor and participate in the formulation of policies, strategies and
programmes of the Ministry; • Consult with stakeholders and others on developing
a range of project management related plans, • Assess and advise on risks in
relation to project activities, • Carry out any other relevant tasks assigned
by superiors B. Planning function • Coordinate the formulation and preparation
of the Ministry’s strategic plan, medium term plan, and annual action plan; •
Lead the development of Periodical plans, strategies and programs to guide the
Youth and Arts Sector. • Liaise with the Ministry of Finance and Economic
Planning on budgeting process and assist in the preparation of the Ministry’s
budget; • Supervise staff in charge of planning and product development unit to
ensure that they perform their duties perfectively and they grow professionally
and achieve the objectives of the unit and the sector in general. • Develop and
propose project profile document and strategies for resource mobilization; C.
Monitoring and Evaluation function • Coordinate the monitoring of
implementation of the Ministry’s Annual Action Plan, Strategic Plan and
Minister's Performance Contract; • Prepare monthly, quarterly and annual
activity reports and submit them to the supervisor • Design control and impact
evaluation mechanisms for integrated projects • Coordinate preparation of
periodic performance reports; • Provide technical support on M&E processes
within the Ministry; • Coordinate mid-year and annual performance reviews of
the Ministry; • Monitor performance of Executive Agencies under the Ministry. •
Analyze data and evaluate the effectiveness of project activities

The Accountant will be responsible of: 1. Update the
budgetary accounting; 2. Update banks books 3. Deduct the expenses from the
budget and file all documents related to those operations; 4. Prepare monthly
bank reconciliation, Keep the petty cash book and file all documents concerning
petty cash payments; 5. Make the monthly balance of the petty cash book; 6.
Transmit monthly bank statements to the ministry of finance with the necessary
documentations; 7. Ensure necessary declarations are done on time; 8. Carry any
other duties assigned to him/her by the Ministry authorities.
