About the AIM Program:

The Mastercard Foundation Accelerating Impact for Young Women (AIM) in Partnership with BRAC is equipping 2 million adolescent girls and young women (AGYW) with age-appropriate entrepreneurship, employability, and life-skills training, as well as the tools to start and scale their own businesses. The nine-year program (2021-2030) applies BRAC’s proven model using microfinance, youth empowerment, agriculture, education and skills development to improve lives and livelihoods. About the Role:

The Regional Manager is responsible for the management of the Field Offices (Huye and Nyanza) and representation of BRAC International Rwanda. The post holder will ensure effective management of programs, resources, staff and support functions in the field sites and will firmly institute finance, human resources and operations systems in line with organization performance expectations. The Regional Manager will provide oversight in implementing multi sectoral youth focused programs according to prevailing needs, identify new opportunities for collaboration with like-minded actors, and will ensure field level participation in programme and project design. He/She will also support the capacity development of staff in the field offices. He/she will ensure the strengthening of the field level operational accountability by ensuring that proper risk mitigation measures and internal controls are put in place. S/he will be an effective representative of BRAC International to local authorities, communities and other relevant stakeholders.

Key Responsibilities:

Program Development, Implementation and Delivery

  • Ensure that management support is provided to field programme implementations within the field office and the management of the different offices, implementation of quality programs as well as operations core business processes.
  • In close coordination with Program Manager and MEAL Manager ensure that the field operations are compliant and operational as per the SOPS of BI and AIM project.
  • Ensure that area teams undertake monthly sessions to monitor expenditure against budget (Budget Variance Analysis – BVA) and that all programmes progress in accordance with grant agreements and are completed within time and on budget with an emphasis on cost effectiveness, innovation and high-quality programming to serve the most vulnerable children, adolescents, youth and women.
  • Ensure that Area teams undertake biweekly/monthly management meetings to update each other on current key priorities and achievements, present any issues that would require attention and support from country office and come up with solutions to address the issues.
  • Have budget holding responsibilities for programs/projects implemented within the Area Office as appropriate, in line with authorized decision-making threshold guidance.
  • Ensure programs are implemented in ways responsive to target project participants in line with BRAC International principles, values and strategic plan and follow BRAC International compliance procedures. This includes working with local government authorities/ administrations and national/ international NGO-partners to strengthen national capacity.
  • Ensure timely preparation of high-quality progress reports, program reports, and donor reports.
  • Ensure that effective mechanisms are in place to listen to, act upon and address children’s and communities’ concerns/recommendations through active participation by children and communities in project design, monitoring and evaluations
  • Ensure that staff capacity in quality project management is improved and strengthened through training, coaching and mentoring.
  • Support implementation, monitoring and continuous improvement trucking for all essential KPIs for the project and country portfolio at large.

People Management and Development

  • Work closely with the HR Manager to ensure that all HR policies and guidelines for staff are in place, are understood by all staff and are adhered to. Further, support in the recruitment and induction of new staff.
  • Enhance staff performance through mutually agreed performance management plans, clarity of individual and collective roles and responsibilities; ensure a robust process of performance monitoring, learning & development initiatives and timely management actions.
  • Ensure all staff complete their performance management evaluations, and monthly timesheet submissions.
  • Present staff concerns that cannot be dealt with locally, in a timely manner to the PM, CD and HR Manager.
  • Promote an inspiring and motivating working environment through teamwork, delegation and the team building initiatives.

Financial, Budget and Grant Management

  • Serve as overall budget holder for all programming in the area office; propose, manage and support budget management for AIM project as appropriate.
  • Ensure that programme budgets are managed through rigorous budget and finance monitoring practices with participation of all key functions involved in projects.
  • Oversee the general application and observance of financial procedures and guidelines set out in BRAC International financial manual and donor requirements
  • Ensure that budgets are spent and charged to their respective budget as per the charter of accounts by diligently reviewing the financial reports at least every month and bringing timely attention of the Program Manager and Finance Manager any major budget concerns.
  • Efficiently and successfully manage the grant cycle by putting in place robust mechanisms to start, implement and close grants in line with GOR, donor as well as BI policies
  • Support quarterly budget phasing for the area office and ensure accurate budget implementation in line with budget and monthly forecast.
  • Ensure that AIM Project is managed as per BRAC International and donor’s requirements including the quality and timely submission of reports

Partnership management, Development and Representation

  • With the support from Program Manager, establish a quality partnership management environment through mutual respect and trust, robust partnership assessments, capacity building, project monitoring, sharing and networking by drawing support from technical resources from within the country programme.
  • Support the SMT to establish, maintain, and improve active and regular working relationships with host government authorities, donors, partner agencies including major institutional donors, UN Agencies and local and international NGOs, state authority, community leaders. Ensure representation on UN, donors, INGO, NNGOs field-based coordination and report back to the National Office/ Country Office.
  • Ensure that partners and BI staff understand and implement policies and procedures including child safeguarding, procurement, fraud and whistle blowing.
  • Ensure that effective mechanisms are in place to listen to, act upon and address children's and communities' concerns/recommendations through active participation by children and communities in project design, monitoring and evaluations.
  • Ensure that partners understand and implement BI policies and procedures including child safeguarding, procurement, fraud and whistle blowing.
  • Support the Program Manager to ensure strong and vibrant local Civil Society Organisations are developed through our support in the areas we are implementing programmes.
  • Ensure appropriate representation in all relevant meetings: clusters, working groups, NGO Consortium etc.

Safeguarding responsibilities:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation.
  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Major Challenges:

  • Participant dropout, internal migration, natural disasters or calamities, unwillingness of project participants and/or key stakeholders, challenging school environments, poor market system, hard-to-reach communities.

Key Performance Indicators (KPIs):

  • Quality survey conduction, smooth club operation and group formation with enrolled participants number, quality mentors’ selection and training, livelihood and education support to the eligible participants, YDC formation and meetings and linkages with SMCs, VSLA formation and meetings, asset transfer and follow up to participants, effective implementation of the AIM cost recovery, MF transition,  job  placement for participants seeking wage employment, completion of atleast secondary school by select AIM participants, increase household income, market access and linkages for participants, quality MIS data in manual and digital (BInsight) platforms.

Academic Qualifications:

  • Bachelor’s degree or Post-Graduate in Social sciences, development studies/Rural development, education, community development, agriculture, economics or any other related field.

Experience Required:

  • Minimum of 7 years management experience in an International NGO environment, in a range of cultures including significant field operations experience, implementing development projects.
  • Robust experience of program cycle management, and with experience of working within a complex and matrix organization structure.
  • In-depth understanding of at least two of the sectoral programs and a working knowledge of the program priorities of BRAC International.

Required Skills, Competencies & Knowledge:

  • Good understanding of international humanitarian/ development systems, institutions and
  • donors, and of procedures, accountability frameworks and best practices in international management.
  • Substantial and proven experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors.
  • Solid project management skills related to organizational development projects and international, cross- functional teams with a proven history of delivering results.
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • An in-depth understanding of national and international development issues particularly in relation to vulnerable populations that include children, youth and women.
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in written and spoken English.
  • Ability and willingness to adapt to work practices and hours, and work with teams in the event of major emergencies

About the Role:

Reporting to the AIM Regional Manager (AIM-RM), the AIM Branch Manager (AIM-BM) will provide overall leadership to program implementation activity at the branch level and will be responsible for all branch level programme activities This will include day-to-day management and implementation, supervision, staff-capacity development, staff supervision and monitoring, stakeholder management, procurement and ensuring internal team coordination. The BM will directly supervise approximately 5-10 Program Assistants and one (1) Branch Accounts & Operations Officer (BAOO) to ensure effective and timely program implementation and quality assurance. She will also be responsible for overall reporting (MIS, internal, and donor reporting) and for supporting other technical and operational activities at the branch level.

Key Responsibilities:

Technical and Implementation Support:

  • Provide supervisory support to all AIM-related program activities at the branch level, ensuring activity planning, roll-out, implementation, and tracking, in accordance with the operations manual; ensure achievement of programmatic targets as per AOP. 
  • Lead team-set up, staff onboarding, training, and activity planning of AIM-PAs and BAOO.
  • Lead community identification, listing, entry, and household (HH) survey-related activities
  • Oversee the selection and set-up and decoration of AIM clubs, participant selection by using the BInsight application, and supervise the operation of club activities with direct assistance from PAs 
  • Lead mentor recruitment, training, YDC formation, training & meeting, VSLA formation, training and operations. 
  • Ensure all programme data collection, activity implementation information, attendance, and other information is collected using Binsight and any other programmatic approved tool.
  • Provide technical guidance and direction to PAs to match participants to livelihood and Education pathways. 
  • Ensure the distribution of livelihood and education support to the right participants and the timely collection of the shared cost portion from the eligible participants.
  • Ensure timely banking and other finance-related activities with reporting.
  • Lead all market development-related activities, community mobilization & collaborate with the BRAC Microfinance (MF) team in ensuring AIM MF days are effectively conducted.
  • Lead and ensure the education-related support to the eligible participants within the Branch.
  • Lead the distribution or provision of school-related costs (in-kind or cash) and monitor the use of resources, as well as the school attendance of AIM education participants.
  • Ensure 80% of eligible AIM participants in the Branch transition to MF. 
  • Ensure custody of all digital devices and other accessories with the office furniture 
  • Ensure the updating of all branch-level files, registers with the display board as per the programme design. 
  • Ensure timely preparation and submission of management information system (MIS), financial, and donor reports 
  • Ensure gender based violence (GBV) case management and reporting when cases are reported through the PAs
  • Finalize branch-wise procurement plans for the necessary asset and input support, including numbers, item specifications, budget, and bidding
  • Ensure all branch-level procurement in compliance with policy and budget allocations
  • Track and maintain sufficient cash flow for smooth day-to-day project activities

Supervisory and Coordination Support:

  • Lead all branch-level activities and serve as the branch’s main focal point for internal and external stakeholders
  • Supervise the BAOO and Programme Assistants by providing guidance, task supervision, and performance feedback.
  • Coordinate closely with AIM Technical Sector Oficers (AIM-TSOs) to develop capacity of programme assistants (PAs) in livestock, agriculture, education, market development, and social inclusion 
  • Facilitate monthly branch coordination meetings to ensure communication, planning, and internal alignment 
  • Organize and facilitate all branch-level trainings and workshops as per program design

Academic Qualifications:

  • Bachelor’s degree in Social Science, Anthropolog, Sociology, Community Development, Business Administration, Education and /or any other relevant fields.

Experience Required:

  • At least 3 years’ experience in the national/international development sector, including experience with extreme-poor and marginalized communities to implement integrated development programs, including microfinance, education, livelihood, agricultural and food security, and/or girl’s and women’s empowerment programs.
  • Experience in project management and coordination, including supervision and monitoring, administration, finance, and logistics.

Required Skills, Competencies & Knowledge:

  • Strong Microsoft Office skills
  • Experience in the use of digital reporting and/or survey platforms (e.g. KoBo, Google forms, SurveyMonkey, CommCare, SurveyCTO, etc) is preferable.

About the Role:

Reporting to the AIM Branch Manager, the Programme Officer (PO) will be responsible for the overall implementation of direct field-level programme activities for the three programmatic pillars: Social & Economic Empowerment (Livelihood & Education pathways), Enabling Environment for AGYW. The PO will lead the participant selection process and set-up of the clubs. She will also be in-charge of the day-to-day management and supervision of the clubs and will supervise and follow-up on all mentor activities. The PO will also be responsible for conducting mentor training, asset purchase and distribution, selecting participants to the AIM education pathways, working with schools, and follow-up of school-related activities. She will keep all related programme documents, prepare programmatic data, and other required reports. The role will keep close working relations with regional technical persons, BRAC microfinance counterparts, and key community stakeholders.

Key Responsibilities:

Program Implementation Support

Social Empowerment Pillar:

  • Lead the AIM program community-level inception activities, including community and participant selection, club selection and setup, club launching, participant enrolment activities, mentor selection, training and onboarding, community mobilization, linkage services, and value chain mapping.
  • Lead the implementation and supervision of activities in assigned clubs as per program design, activity plan, and budget
  • Conduct household (HH) and other surveys, as per programme requirement
  • Form and manage AIM safe spaces/clubs as per programme target in selected communities
  • Ensure achievement of club-level program targets as per implementation guideline and report any operational/management issues to AIM-BM
  • Follow-up closely with participants to minimize attrition and prepare monthly attendance reports and bi-monthly drop-out reports
  • Ensure manual and digital attendance collection by the mentors
  • Ensure participants records are well documented during Household survey to inform participants enrollment
  • Verify Participant club attendance records in BInsight for accurate reporting.

AIM Livelihoods Pathway:

  • Conduct participant-wise livelihood option selection, organize livelihood technical training, entrepreneurship training and other need base training/refreshers
  • Provide enterprise development support, and coordinate all market development and facilitation activities in the community
  • Ensure assets/inputs transfer and other livelihood-related activities
  • Conduct participant follow-up through initial/immediate home visits after receiving livelihood assets, home visits, and group visits to ensure the asset safety and growth, increase household income, and confidence building
  • Collect the livelihood shared cost portion installments from the livelihood participants and deposit them accordingly to the branch office. 
  • Form and follow-up VSLAs to create a savings culture to the participants and to serve few other programme activities by leveraging this platform based on the programme design. 
  • Help with conditional cash transfers of assets and cost recovery of such assets
  • Ensure a minimum 80% of transition to formal microfinance institutions for AIM livelihood participants 
  • Verify participants Livelihood records in BInsight before asset transfer
  • Ensure participants' livelihood asset records match with the participants preference.

Education Pathway:

  • Select participants for AIM - Education, mobilize, and support the set-up of a peer mentor study circle.
  • Ensure education-related support to the eligible participants
  • Support and follow-up activities of ongoing peer-mentor study circle
  • Support with distribution or provision of school-related costs (in-kind or cash) and monitoring use of resources, as well as school attendance of AIM education participants
  • Support in creating linkages between enabling environment activities and school management activities
  • Support identifying out of school very young adolescent (VYAs) & adolescent girls (AGs) who are interested in completing their education
  • Support in conducting education participants registration and other surveys, as per programme requirement.

Enabling Environment Pillar:

  • Formation of the youth development committee (YDC), training, meetings and other community-level activities/meetings as per programme design.
  • Conduct local level service providers mapping and support Branch managers to establish a rapport with relevant service providers mapped.
  • Support in GBV and SRH referrals and other relevant referrals of AGYW to relevant service providers.
  • Support to ensure gender equality and social inclusion (GESI) related activities. 
  • Support in identifying AIM youth and mobilising for AIM community dialogues and action planning.

Procurement, Coordination and Supervisory Support:

  • Select, train, and supervise AIM club mentors and ensure continued follow-up coaching and mentoring for their capacity improvement
  • Help to ensure all branch level procurement and logistics and supply and keep all programme related documents, files, and registers as per design. 
  • Support with the school improvement planning and execution, follow-up of teacher development activities, and supervision of school-related activities.
  • Manage and strengthen management information system (MIS), program/management data collection, and reporting through manual and digital (BInsight) platforms.
  • Ensure internal monitoring within the programme to assess the quality of service delivery, data collection and integrity, and documentation in the clubs.
  • Ensure appropriate, timely and accurate data collection against agreed indicators to enable both consolidation of branch internal and external reports.
  • Attend monthly coordination meetings organized at the branch level and provide updates on club activities, flagging any issues needing attention from the branch/area manager.
  • Ensure cash flow by submitting cash requisition timely for smooth day-to-day project activities
  • Prepare and input quality programme data using both relevant manual and the digital programme management information system (BInsight MIS)
  • Prepare financial and other reports, as needed, and submit it in time.

Academic Qualifications:

  • Bachelor’s degree in Social studies, Community development, Gender and Development, Human Resources, Business Administration, Education and any other related fields.

Experience Required:

  • At least 1 year of experience in the national/international development sector, including experience working with rural communities to implement community development programs, including education, microfinance, livelihood, agricultural and food security, and/or girl’s, women’s empowerment programs and other related programmes/projects.

Position: Field Operations Manager - AIM Programme

About the AIM Program:

The Mastercard Foundation Accelerating Impact for Young Women (AIM) in Partnership with BRAC is equipping 2 million adolescent girls and young women (AGYW) with age-appropriate entrepreneurship, employability, and life-skills training, as well as the tools to start and scale their own businesses. The nine-year program (2021-2030) applies BRAC’s proven model using microfinance, youth empowerment, agriculture, education and skills development to improve lives and livelihoods. It currently operates in seven African countries: Sierra Leone, Liberia, Uganda, Tanzania, Rwanda, Ghana, and Kenya. Based on the AGYW age, needs, and circumstances, AGYW are placed on one of two pathways in the AIM program: an education pathway or a livelihood pathway.

About the Role:

Reporting to the Program Manager - AIM, the Field Operations Manager will be in charge of ensuring effective implementation of the flagship program under the MasterCard Foundation-BRAC International partnership in BRAC Rwanda. S/he will support the Program Manager to manage, implement and oversee the roll-out of planned activities at the community level to ensure growth and quality objectives. This will involve planning, monitoring, supervision and execution of all project activities, including training, community mobilization, procurement and distribution of inputs to program participants, linkage activities, and stakeholder engagement. The role will also help strengthen the supervision framework for field staff and ensure that staff deliver planned activities on time and budget.

Key Responsibilities:

Oversee program implementation & monitoring:

  • Coordinate with program staff to ensure timely implementation of monthly, quarterly and yearly activity plans as per program design and budget
  • Support Regional Managers, Branch Managers, and Program Officers to ensure timely project rollouts, including assisting with planning and management of the delivery of activities, trainings and procurement
  • Provide support to strengthen supervision framework to ensure quality program delivery
  • Ensure internal monitoring within the program to assess the quality of service delivery, data collection and integrity and documentation in branch offices
  • Manage and strengthen MIS, program/management data collection and reporting
  • Provide support to troubleshoot operational issues as they arise
  • Conduct monitor visits to branch offices as required

Manage recruitment and staff training:

  • Support recruitment of field staff and ensure staff onboarding, orientation and training
  • Support Branch Managers and program Officers to organize and conduct all trainings as per training modules, schedules and budget
  • Manage capacity development of program staff, identify capacity gaps and regularly communicate operational issues to the Program Manager.

Support procurement and budget control:

  • Establish guidelines for procurement and oversee the procurement of assets/inputs and ensure fulfilment of financial and procurement protocols.

Provide coordination and communication support:

  • Conduct monthly meetings with Regional Managers, Branch Managers and program Officers and proactively report any observation that may affect program implementation to senior management for follow up and guidance.
  • Consolidate the monthly, quarterly and yearly project progress reports flagging any critical issue to program Manager
  • Conduct weekly field visits and regular learning meetings and guide field teams accordingly
  • Coordinate with Technical Specialists, Operational Supervisors and Monitors
  • Build and maintain relationships with the key national level stakeholders.

Safeguarding responsibilities:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation.
  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Major Challenges:

  • Use of digital tools, identifying quality club spaces, selection of potential mentors, and community mobilization.

Key Performance Indicators (KPIs):

  • A functional work plan for the field activities and proper budget administration
  • Number of AGYW (adolescent girls and young women) enrolled into AIM
  • Number of AGYW with increased agency and voice to make decisions and act on critical life choices.
  • Reduction in teenage pregnancy among program participants
  • Reduction in GBV incidents (including early marriage) reported by girls and women 
  • Percentage of AGYW that have increased monthly gross income
  • Percentage of AGYW reported to have control over their income (ability to decide how to use or invest the money they earn through self or wage employment)
  • Percentage of AGYW that use their saving (don’t borrow or sell assets) to cope with shocks
  • Number of AGYW that are in leadership positions at the community level in economic or social groups
  • Number of AGYW participating in networks advocating for their rights.
  • Number of AGYW that receive financial literacy and life skills training
  • Number of AGYW that have received livelihood kits and are active in business
  • Number of boys and men enrolled to support the empowerment of AGYW
  • 100% compliance to the performance management system board timeline expectations and leave guidelines.

Academic Qualifications:

  • Bachelor’s degree in Bachelor's Degree in Sociology/Operations Management/Agriculture/International Development/Economics/Development Studies or related field.

Required Experience Qualifications:

  • 6 or more years of experience managing field operations and large field teams.
  • Previous experience working with ultra-poor and marginalized communities to implement integrated development programs including microfinance, graduation, livelihood, agricultural and food security, and/or girl’s and women’s empowerment programs.
  •  Prior experience in facilitating trainings, orientation and onboarding for field staff and consultants.
  • Experienced in working with partner NGOs and in establishing effective linkages with different input/service providers, government agencies and other stakeholders.

Required Skills, Competencies & Knowledge:

  • Ability to travel frequently to BRAC International countries as needed
  • Exceptional interpersonal, management and communication skills
  • Proven ability to perform under pressure and prioritize with multiple competing demands. 
  • Fluency in written and spoken English is a must.
