Rwanda's Cabinet has approved a series of landmark decisions aimed at strengthening wildlife conservation, building the next generation of tech talent, and expanding digital financial inclusion nationwide. Announced on 24 July 2026, these initiatives span the environmental, education, and financial technology sectors reinforcing Rwanda's development agenda across multiple fronts.
Rwanda Nature Foundation: A New Era for Wildlife Conservation
Cabinet approved the establishment of the Rwanda Nature Foundation, a dedicated body to oversee wildlife conservation across the country, including direct management of two of Rwanda's most iconic protected areas: Gishwati-Mukura National Park and Volcanoes National Park.
· The Foundation will strengthen wildlife conservation through biodiversity protection, scientific research, innovation, and resilient ecosystem management.
· Enhanced national park management is expected to boost sustainable tourism, protect vital ecosystem services, and deliver greater socio-economic benefits to surrounding communities.
In a major push for tech talent development, Cabinet approved the creation of the Rwanda Institute of Computing (RIC), a new institution designed to cultivate Rwanda's next generation of technology leaders.
Key highlights:
· Launching in September 2026, RIC will operate as a specialized institute under the University of Rwanda, offering advanced degree programs in Artificial Intelligence and Cybersecurity.
· Building on the success of the Rwanda Coding Academy, the Institute will provide a seamless pathway to advanced computing education further strengthening Rwanda's talent pipeline for the digital economy.
eKash Rollout: Advancing Digital Financial Inclusion
Cabinet also welcomed the rollout of eKash, Rwanda's new national interoperable digital payment system. eKash enables instant money transfers between banks, e-money issuers, microfinance institutions, and other financial service providers — making digital payments faster, more affordable, and more accessible for all Rwandans.
Key highlights:
· As of 17 July 2026, banks and mobile money operators transitioned Person-to-Person (P2P) transactions to eKash, with transaction fees capped at FRW 20 for transfers of up to FRW 10 million.
· The public is encouraged to adopt eKash to benefit from fast, secure, and affordable digital payments through Rwanda's newly connected financial systems.
