The Higher Education Council (HEC) of Rwanda has officially announced the 2026 Korea-Rwanda Government Scholarship Program (Second Intake) under the bilateral cooperation between the Government of Rwanda and the Republic of Korea through the Korea International Cooperation Agency (KOICA).

This prestigious scholarship provides Rwandan government employees with an opportunity to pursue a fully funded Master's Degree at leading universities in South Korea while enhancing professional skills and contributing to national development.

Eligibility Requirements

Applicants must:

  • Be a citizen of Rwanda.
  • Be a government employee officially nominated by the Government of Rwanda.
  • Have at least two (2) years of relevant work experience in the proposed field of study.
  • Hold a Bachelor's Degree or equivalent qualification.
  • Preferably be under 40 years old as of February 1, 2026.
  • Demonstrate proficiency in spoken and written English.
  • Be physically and mentally fit to undertake graduate studies.
  • Meet any additional admission requirements specified by the selected university.

  • Application letter addressed to the Director General of HEC.
  • Valid passport.
  • Updated Curriculum Vitae (CV).
  • Recent passport-size photograph.
  • Certified academic certificates and transcripts.
  • Employer recommendation letter.

Documents Required by KOICA

  • Completed KOICA Application Form.
  • Government nomination signed and stamped by the relevant institution.
