Program: SPEAQ – Strengthening
Proficiency in English to Advance Quality Education
Location: Rwanda
(Assigned District, with regular field work)
Duration: 2 Years, fixed-term contract
The Opportunity
EF is hiring 2 District
Education Technical Advisors (DETA) to lead
day-to-day implementation of the SPEAQ program at district level. SPEAQ is a
national initiative designed to strengthen English proficiency and improve
teaching quality across Rwanda’s education system by supporting district level
education officials and school leadership, as well as in-service and
pre-service teachers through intensive training, transparent reporting and
ongoing support.
This is a highly
field-based role. You will work directly with
teachers, school leaders, and district officials to ensure strong
participation, solve challenges quickly, monitor progress daily, and drive
accountability at school, sector and district level. You will be the
district-level technical focal point ensuring the program delivers real impact.
The Person We Are Looking For
The ideal candidate is a hands-on, highly organized,
and field-driven professional who thrives on solving problems on the ground and
supporting teachers to succeed. You have a strong understanding of Rwanda’s
education sector and the key stakeholders
within it, including teachers, Head Teachers, Sector
Education Inspectors, District Directors of Education, and local government
leadership.
You have proven experience navigating the education system
and understand how schools operate in practice. You are confident working
directly with school leadership to drive engagement, performance, and
accountability. You bring strong relationships, the ability to build trust and
communicate effectively across all levels, bridging internal teams and external
stakeholders with professionalism, respect, and practical, collaborative
problem-solving.

Summary Of Key Responsibilities
· Lead District-Level Program Implementation and Delivery
· Own Stakeholder Management and District-Level Partnerships
· Establish Accountability Systems to Drive Teacher Participation and Performance
· Identify Implementation Barriers and Deliver Practical, Data Driven Solutions
· Monitor Progress, Manage District Reporting, and Ensure Implementation Quality
· Build Capacity Through Trainings, Coaching, and Communities of Practice (CoPs), Ensuring Safeguarding Compliance
· Lead district-wide field implementation visits to onboard teachers, deliver hands-on support, and strengthen school-level accountability and engagement.
Required Skills & Experience
· Minimum 4 years’ experience in project coordination and implementation, ideally in the field.
· Proven experience supporting large-scale education programs in Rwanda and deep understanding of the education sector and its stakeholders.
· Strong stakeholder management skills with ability to engage teachers, school leaders, and government officials respectfully and effectively.
· Strong data skills (especially Excel) and ability to make data-driven decisions to drive action and performance improvement.
· Strong analytical mindset with the ability to interpret data, identify trends, and communicate insights clearly and effectively, uncovering stories behind the data.
· Full professional fluency in English and Kinyarwanda (written and spoken).
· Bachelor’s degree required (project management certification is an advantage).
· Experience working in EdTech and with digital tools is preferred.
