BASIC FUNCTION
Working as a member of Peace Corps Rwanda’s
Training Unit, and under the direct supervision of the Training Manager (TM),
the Homestay, Language and Culture Coordinator (HLCC) plays a critical role in
ensuring Peace Corps Trainees have a safe, supportive, and culturally enriching
environment during Pre-Service Training. The position oversees the full
homestay placement process—planning, identifying, and evaluating host
families—to guarantee trainees’ well-being and cultural immersion.
In addition, the HLCC provides essential
leadership and coordination for Language and Cultural Facilitators (LCFs). The
HLCC guides LCFs through daily task assignments to ensure trainees receive
high-quality language and intercultural training. This dual responsibility
ensures both the homestay program and language instruction operate smoothly and
effectively throughout PST. Note: This is an intermittent position.
Educational Resources
DUTIES AND RESPONSIBILITIES
HOMESTAY COORDINATION
- Prior to Trainee arrival, identifies Host Families for Trainee
accommodation in collaboration with the Training Manager (TM), Assistant
Training Manager/Logistics (ATML) and Safety and Security Manager (SSM).
- Coordinates with the local and community leaders and prepares
the host families for their roles.
- Supervises and finalizes the election of home stay families and
other home stay arrangements.
- Manage relations between the trainees/training staff and
the homestay families and other community members.
- Promptly resolves conflicts that may arise between Trainees and
their families or community members.
- Ensures that host families and Trainees experiencing challenges
receive prompt and appropriate support.
- Integrates host families into cross-cultural training by
organizing events aligned with cross-cultural competencies.
- Incorporates the home stay families’ input into the Trainee
assessment.
- Provides language and cross-cultural training and support to
host families.
- Submit host family information to the Quality Assurance
Specialist (QAS) to record in Volunteer Information Database Application
(VIDA).
- Provides the TM with an evaluation of each host family,
including recommendation for future PSTs at the end of PST,.
LANGUAGE AND CULTURAL TRAINING
- Organizes all Language and Cross-Cultural components of the
Training of Trainers (TOT) in conjunction with the TM
- Works closely with Trainees to ensure that they are developing
the cross-cultural skills necessary to adapt to their new environment.
- Collaborates with the Training and Program Managers to identify
cross-cultural training needs.
- Designs and implements the evaluation process of the cultural
training.
- Works with LCFs to incorporate PACA concepts and Culture
Matters topics into training
- Initiates and facilitates discussions with Trainers on
cross-cultural sharing of information, ideas, and strategies.
- Coordinates all Language and Cross-Culture activities,
delegating responsibilities to Trainers and following up on their work.
- Co-Facilitates Language and Cross-Culture sessions as needed in
a manner demonstrating exceptional presentation and/or facilitation skills
to Trainees and other Trainers.
- Develops and maintains a Lesson Plan Book that contains all
written lesson plans for Language sessions. Submit this to the TM at the
end of PST to be incorporated into the Peace Corps Rwanda Training
Curricula.
- Designs activities that provide trainees with the opportunity
to apply new information/skills outside of class.
- Observes Trainees’ cross-cultural integration and interaction
and ensures that each trainee’s progress is documented in short weekly
reports, which cover: 1) strengths and 2) suggestions for improvement.
- Promotes and works with other training staff to ensure
effective integration of language and cross-cultural into all PST
components.
- Continually assesses, identifies, and implements innovative
learning tools, utilizing available technologies and resources.
- Is responsible for course sequencing in the Calendar of
Training Events (COTE) for language and intercultural sessions for PST.
- Ensure that all Trainees complete all planned language and
cross-cultural learning activities.
- Coordinates with the TM and LCFs to provide additional,
supplemental language training to Trainees as necessary.
- Report any Trainee’s challenges, including learning and/or
behavioral challenges, which may arise in class, in tutoring sessions or
within the homestay family to the TM on time, and on an ongoing basis.
- If certified, conduct Language Proficiency Interview progress
checks and tests during and after PST.
LCF COORDINATION
- Trains and Coordinates Language and Cross-Culture facilitators
(LCFs) during PST.
- Provides ongoing guidance, performance monitoring, and feedback
to LCFs.
- Meet as needed (at least weekly) with LCFs to discuss trainees’
progress, ensure integration of training, and give recommendations as
needed.
- Supports LCFs to adapt sessions to meet Trainees’ learning
needs.
- Keeps LCFs informed of and guide them through administrative
processes.
- Advises and supports LCFs in teaching methodologies,
presentation and facilitation skills, evaluation, feedback, and
documentation.
- Conducts regular observations of LCFs and provide constructive
feedback.
- Works with LCFs on their session preparation and presentation,
giving them feedback on their performance.
- Collaborates with TM to conduct performance evaluations for
LCFs.
MINIMUM REQUIRED QUALIFICATIONS
At a minimum, the successful candidate’s CV
must demonstrate the following:

- Education: Bachelor’s degree in
education preferred, or in Social Sciences, Community Development, or a
related field.
- Experience: At least 4 years of
experience in teaching, program coordination, training, cultural exchange
programs or another relevant field
- Strong organizational and planning skills.
- Good communication and interpersonal skills.
- Experience in training design and delivery.
- Ability to manage multiple tasks and coordinate staff
activities effectively.
- Strong knowledge and sensitivity to cross-cultural
communication and diversity, especially between Americans and Rwandans
- In-depth knowledge of Rwandan culture and Kinyarwanda
- Strong computer skills including MS Word, MS Excel, Outlook,
and PowerPoint

BASIC FUNCTION
Peace Corps Rwanda conducts a comprehensive
Pre‑Service Training (PST) to prepare TEFL Trainees for effective classroom
teaching and school community integration. Under the supervision of the
Education Program Manager the TEFL Technical Trainer will provide specialized
technical support across curriculum materials review, structured lesson
observations, delivery of TEFL technical sessions, and guided teaching
practicum support—ensuring alignment with national curriculum expectations and
Peace Corps standards of practice. The TEFL Technical Trainer ensures quality
and coherence of TEFL training materials, lesson plans, and assessment tools;
strengthens trainee readiness through feedback and coaching; delivers technical
sessions aligned with PST outcomes; and facilitates teaching practicum support,
mentoring, and reflective practice. Note: This is an intermittent position.
DUTIES AND RESPONSIBILITIES
- Review Peace Corps Rwanda TEFL documents, national curriculum
documents, and training materials.
- Review observation tools and feedback templates.
- Conduct structured observations of trainee lessons and
micro-teaching.
- Capture evidence using standardized observation tools.
- Provide timely, actionable oral and written feedback.
- Coordinate observation coverage with other trainers.
- Facilitate technical sessions on core TEFL topics including
lesson planning, CLT, literacy integration, differentiation, and
assessment.
- Model and demonstrate effective instructional practices.
- Align training sessions with PST calendar.
- Collaborate with practicum schools to set expectations and
schedules.
- Guide trainees through practicum orientation and protocols.
- Provide mentoring and coaching during practicum.

- Support development and improvement of TEFL competencies and

MINIMUM REQUIRED QUALIFICATIONS
- Familiarity with Rwanda’s national curriculum, syllabi, and
school protocols.
- Strong ICT in Education knowledge (Microsoft 365, data
management, feedback reports).
- Expertise in structured observation frameworks.
- Ability to review curricula, session plans, slide decks, and
assessment tools.
- Ability to draft individualized action plans based on
observation data.
- Minimum 5 years of English language teaching at primary,
secondary, or TTC level.
- Minimum 5 years of designing and facilitating teacher
professional development or coaching.
- Experience collaborating with training teams for aligned
content delivery.
- Experience conducting structured observations and providing
feedback.
- Formal education in TEFL/TESOL or Applied Linguistics.
- Bachelor’s degree holders must have minimum 5 years relevant
professional experience.

Interview Preparation
BASIC FUNCTION
Under the Supervision of the Training
Manager (TM), but with day-to-day coordination of the Homestay, Language and
Culture Coordinator (HLCC), the Language and Cross-Culture Facilitator (LCF)
instructs Peace Corps Trainees (PCTs) and Volunteers (PCVs) in Kinyarwanda
language. Additionally, LCF advises and teaches PCTs on cross-cultural items
and issues. The LCF conducts classes in Kinyarwanda using the techniques,
methods, and training materials provided by Peace Corps/Rwanda; assigns
lessons, corrects faulty pronunciation, improper tone pattern, and faulty
structure by using intensive drills of various kinds; schedules review of
subject matter and tests to determine students’ progress; periodically
schedules students for tests with the LCC; advises LCC on a regular basis of
progress of students and suggests transfer of students to other classes if
their progress clearly exceeds other class members or if their slow progress
delays the advance of the class. The LCF collaborates with host family members
to help PCTs integration and practice Kinyarwanda in the family and in the host
community. Note: This is an intermittent position.
DUTIES AND RESPONSIBILITIES
Language Training
- Actively participate in a language and all staff Training of
Trainers workshops. Assist the HLCC with preparation of lesson plans
(writing new lesson plans as needed and improving on previous ones).
- Prepare all relevant learning materials, charts, supplies, etc.
- Monitor and document progress of PCTs towards meeting the
required language level at the end of Pre-Service Training (PST) and
report issues to the LCC in a timely manner.
- Assist PCTs with cultural adjustment and learning issues during
PST.
- Assess PCT progress during the training and provide feedback
according to the Trainee Assessment Design.
- Act as a cultural information resource and serve as a role
model to PCTs.
- Attend necessary technical sessions to best incorporate
relevant terms into lesson plans.
- Assist colleagues with lesson preparation before classes.
- Integrate technical and cross culture vocabulary into language
lessons.
- Integrate all the medical corner information in his/her daily
Kinyarwanda teaching.
- Always Speak Kinyarwanda to PCTS during PST and seek to engage
them in conversations.
- Encourage Kinyarwanda immersion in the community and in host
families.
- Review lessons with PCTs after formal classes if needed and
requested.
- Accompany PCTs during Community Based Training or site visits,
facilitating and monitoring PCT progress and objectives.
- Support the review and writing of new training/learning
materials for language, cross- cultural awareness and homestay
integration.
- Report PCT absences, tardiness, or disciplinary problems that
may arise in class and/or tutoring sessions to the HLCC.
Host Family Monitoring
- In collaboration with the Training team, the LCFs discuss
cultural experiences to Host families and provide necessary advises as
required to support PCTs during their stay in the host families and for
future integration into their communities .
- Discuss to Homestay issues raised by PCTs related to Host
Family that need clarifications/ follow up.
- Discuss PCT cultural, safety, and security issues with the Host
Family and report any issues to the HLCC.
- Monitor and report PCT whereabouts and compliance with
established curfew.
- Monitor and document PCTs integration and accomplishment of
Trainee Directed Activities in host families.
MINIMUM REQUIRED QUALIFICATIONS
At a minimum, the successful candidate’s CV

proven adult teaching experience.
Required Work Experience
- Minimum 5 years of experience applying adult language and

Kinyarwanda language and cross-cultural training materials for learners in
