Role Summary
The Senior Data Analyst will lead program evaluation, advanced
analytics, and data quality initiatives across Raising The Village's programs.
The role serves as the key link between Monitoring, Evaluation, Analytics,
Predictive Insights, and Data Collection functions, ensuring that high-quality
and reliable data informs organizational decision-making and program impact
measurement.
Based in Kigali, Rwanda, the position will provide technical
leadership for evaluation methodologies and data management practices while
supporting data operations across Rwanda and other countries of operation. The
Senior Officer will lead the MEL team in Rwanda, strengthen organizational data
systems, and ensure adherence to data quality, governance, and reporting
standards.

Key Responsibilities
Program Evaluation & Analytics (50%)
- Lead
the design and implementation of analytical approaches that support
program performance measurement and organizational learning.
- Provide
technical guidance on monitoring, evaluation, and data analysis to ensure
high-quality evidence generation.
- Translate
complex data into actionable insights to inform strategic and operational
decision-making.
- Support
the development and continuous improvement of organizational performance
measurement frameworks.
- Promote
the use of data and evidence to drive innovation and program
effectiveness.
Data Management, Collection & Integrity (20%)
- Oversee
data collection, validation, aggregation, storage, and reporting processes
across country programs.
- Establish
and maintain robust data quality assurance and integrity procedures.
- Lead
the review and improvement of data collection instruments and workflows
before deployment.
- Conduct
routine data audits and implement corrective actions to improve data
quality and compliance.
- Provide
oversight of data management processes to ensure data quality, integrity,
consistency, and security.
- Strengthen
organizational data governance practices, standards, and quality assurance
mechanisms.
- Ensure
compliance with organizational and donor data management requirements.
Leadership & Collaboration (20%)
- Provide
technical leadership, coaching, and mentorship to MEL staff.
- Foster
collaboration across Monitoring, Evaluation, Programs, Technology, and
other functional teams.
- Contribute
to the development and implementation of organizational data strategies
and priorities.
- Build
analytical capacity across country teams to strengthen evidence-based
programming.
Reporting & Stakeholder Engagement (10%)
- Prepare
high-quality analytical reports, presentations, dashboards, and evaluation
summaries to support the continuous improvement of the government led
model
- Present
findings and insights to senior management, donors, and external
stakeholders for decision making
- Support
organizational learning through effective communication of program
outcomes and evidence.
- Respond
to technical data and evaluation inquiries in a timely and professional
manner.
- Strengthen
reporting systems that monitor data quality, performance trends, and
program impact.
Qualifications & Experience
Psychology
Education
- Bachelor's
degree in Statistics, Economics, Quantitative Economics, Computer Science,
Mathematics, Population Studies, Monitoring & Evaluation, Data
Science, Social Sciences, or related quantitative fields.
- Master's
degree or Postgraduate qualification in Monitoring & Evaluation,
Statistics, Data Science, Economics or related field is an added
advantage.
Experience
- Minimum
of 5 years of progressive experience in data analytics, program
evaluation, monitoring and evaluation, or data management.
- Demonstrated
experience leading evaluation studies and managing data quality systems.
- Experience
working with development organizations, NGOs, or large-scale impact
programs.
- Experience
managing multi-country data initiatives is an added advantage.
- Experience
working in East Africa and rural community development programs is
preferred.
Technical Skills
- Advanced
proficiency in Python, R, STATA, Alteryx, Epi Info, Tableau, Power BI, SQL
and Advanced Microsoft Excel.
- Experience
with digital data collection platforms including SurveyCTO, Survey123,
KoboToolbox, CommCare, or similar systems.
- Strong
understanding of database management, ETL processes, and data governance
principles.
- Strong
knowledge of impact evaluation methodologies, statistical analysis, and
research design.
- Experience
developing dashboards, data visualization products, and automated
reporting systems.
