Blaster Officer.

- Job
Brief: Chief Blaster to plan, supervise, and control all blasting
and explosives-related activities in compliance with Rwanda mining
legislation, ensuring maximum safety, legal compliance, and operational
efficiency.
- Responsibilities:
Safe handling, storage, transport, and use of explosives
Protection of workers, equipment, public, and environment
Full compliance with Rwanda mining, explosives, and
occupational health and safety laws
Responsibilities and duties:
- Assists
the Magazine leader in receiving, Issuing and recording of explosives
brought to or taken out of the Magazine.
- Undertake
daily housekeeping of Store, Outside Areas and Delivery/Dispatch Areas to
ensure a clean, tidy and safe environment
- Ensuring
the Magazine is 100% secure with regards to security and no unauthorized
persons enter the Magazine.
- Ensure
that the explosives are packed in such a way that there is no danger to
people, equipment and the stock can be easily counted.
- Assists
in supervising the preparation of explosives for dispatching to various
mining sections.
- Controls
the issuance of explosives to various sites, Blasters and records the
daily control.
- Ensure
that all unused explosives are recorded and returned to explosives
Magazine.
- Ensure
weekly/Monthly explosive forecast requests are submitted to Magazine
section leader.
- Receiving
and issuing the items physically and system.
- Maintaining
accurate data/records/documentation on explosives.
- Assist
in reporting about explosives stock levels and ensuring all documentation
is updated and filed.
- Investigating
and reporting on any discrepancies with stocks and explosives issued to
the Magazine Section leader.
- Daily
audits on Blasters section and the Blasters on the handling and installing
of explosives to ensure competency and compliance with procedures.
- Initiate
blast underground at designated blasting points
- Reporting
any issues related to your job to Magazine Section leader / Mine Manager
- Ensure
weekly/Monthly reports are submitted to Magazine section leader/ Mine
Manager/ Store & Fleet Supervisor.
- Any
other duties related to your field of work may be assigned by Management.
- Legal
and Regulatory Compliance
- Ensure
all explosives handling and blasting operations comply with: Rwanda Mining
Law No. 072/2024, RMB explosives regulations, OHS laws and Mining Safety
Standards
- Enforce
adherence to all licensing and authorization requirements for use,
transport, storage, and handling of explosives. Act as the competent
appointed person legally responsible for blasting operations on
site.
7. Job Requirements: The Chief Blaster should have
the following education and experience skills:
- Diploma
in Mining or related field
- The
Certificate in Blasting Field
- Proven
3 years of working experience in Mines with Explosives.
- Professionalism,
positive attitude and Excellent communication skills
- Organizational
Abilities and strong work ethics
- Ability
to remain calm under pressure and Expertise in team or departments
- Interest
in leadership opportunities
- Willing
to work overtime.

- Job
Brief: Plans for, effects and manages the implementation of
Occupational Health and Safety standards, plans, programs and policy
requirements.
- Responsibilities: OHS
Section Leader has the following responsibilities and duties:
I. Reporting and Statistics Management
- Create
and manage a system to make sure that OHS Data are collected, analyzed,
and reported accurately.
- Ensure
timely completion of management reports and diligently adhere to all reporting
regulations in the OHS area.
II. Investigations and Corrective Actions
- Personally
lead and assist the investigation into any incident that has resulted in a
medical treatment injury or worse, or any incident classified as high
potential, including significant environmental incidents.
- Maintain
a database of corrective actions agreed following investigations and
notify action owners when they become over due for completion.
- Ensures
that investigations are conducted in line with the Company standard
- Facilitates
the provision of investigation training for staff that will conduct
investigations
III. Training and Education
- Develop
and deliver comprehensive safety training programs for employees and
contractors.
- Promote
awareness of occupational health and safety through regular communication
and training initiatives.
- Ensure
training of all stakeholders on OHS Policy, standards and procedures
- Develop
an awareness of risk identification and mitigation amongst the entire
Trinity Metals workforce and subcontractors.
- Ensures
OHS Induction program is in place for employees
- Spend
significant time in the field conducting inspections, observations, and
providing on the spot mentoring and advice to the workforce on risk
identification, mitigation, and management.
IV. Safety Culture Promotion
- Foster
a positive safety culture by encouraging open communication and reporting
of safety concerns.
- Recognize
and reward individuals and teams for exemplary safety practices.
- Implement
an Occupational Health and Safety Management System for a sustainable

- Leadership

V. Personal Protective Equipment (PPE) Management
- Oversee
the selection, distribution, and proper use of PPE.

that PPEs meets industry standards and are consistently worn by all
personnel.
VI. Collaboration with Other Departments
- Work
closely with other departments to integrate safety practices into daily
operations.
- Collaborate
with Human Resources to address employee health and wellness concerns.
VII. SHECS COMMITTEE
- Chairing
SHECS committee
- Report
and record the minutes of the meeting
- Provide
OHS performance
VIII. Risk Management
- Plan,
design and implement an overall risk management process for the company
- Maintains
and updates the Company OHS Risk Register
- Ensures
our mine has an OHS risk register and risk management plans
7. Job Requirements: The OHS Section Leader
should have the following educational background and Skills:
- Diploma
in Occupational Health and Safety (OHS) with a minimum of 3 years'
relevant work experience in any industry; or a Bachelor's degree in Public
Health, Mining Engineering, or Electrical Engineering. Candidates who hold
a NEBOSH International General Certificate (IGC) and have a minimum of
three (3) years of experience in the mining industry will have an added
advantage.
