REB Requirements for Teachers to Apply
for Internal and External Permutations (2026–2027)
The Rwanda Basic Education Board (REB) has
officially announced the opening of the application window for employee
transfers and permutations for the 2026–2027 academic year. Governed by Prime
Minister's Order No. 033/03 of 12/11/2024, these processes are fully digitized
and managed through the Teacher Management Information System (TMIS) to ensure
maximum efficiency and transparency.
If you are a teacher or school
administrative staff member looking to exchange your working place
(permutation) or transfer to a new station, here is a comprehensive breakdown
of the dates, eligibility criteria, and documents you need.
Important Application Dates
The transfer and permutation process is
split into two distinct phases:
- Internal Transfers and Permutations: June 22nd to June 29th, 2026.
- External Transfers: July 6th to
July 12th, 2026.
Note: If
your application for an internal transfer or permutation is unsuccessful, you
remain eligible to apply during the external transfer window.
General Eligibility Criteria
To successfully apply for a permutation or
transfer, you must satisfy the following general requirements set by REB:
- Updated TMIS Profile: Your profile
must be completely updated in the system, with all required documents
uploaded and your current residential address accurate.
- Educational Qualifications: You
must possess a recognized certificate in education (e.g., Degree, PGDE, or
Pre-Primary and Primary Teacher Professional Training Certificate).
- Performance Score: You must have
scored at least 70% on your official performance evaluation report
for the 2024–2025 academic year.
- Experience Rules (3-Year Minimum):
* You must have completed at least three (3) years of service, which
includes your probation period.
- Upgraded teachers must complete at least three (3) years of
service in their current position before becoming eligible.
- If you have previously benefited from a transfer or
permutation, you must complete another three (3) years of service from
that date before applying again.
- Matching Profiles (For Permutations): Teachers seeking a direct exchange (permutation) must hold the
exact same academic qualification level and specialization.
- Relevant Openings: Transfers must
align strictly with available vacant positions that match your academic
qualification and specialization.
Required Documents
All documents must be compiled and scanned
to be uploaded through the TMIS portal:
- A copy of your definitive appointment letter.
- A copy of your academic certificate or degree.
- Your performance evaluation report for the 2024–2025
academic year, ensuring the first and last pages of the official form
are duly signed by the competent authorities.
Special Roles and Circumstances
- Bursars & Accountant-Secretaries (A2): Must obtain and upload an official recommendation letter from
the district they are currently serving.
- Special Transfer Cases: If you are
seeking prioritized consideration due to chronic illnesses or disability
(affecting yourself, a spouse, or a biological/adopted child), you must
provide relevant supporting documentation such as an NCPD recommendation
letter, a marriage certificate, or a medical certificate approved by three
(3) medical doctors.
How to Apply
All applications must be completed online.
REB will not accept hard-copy applications or in-person submissions.
- Log in to the Teacher Management Information System (TMIS)
at https://tmis.reb.rw.
- Review and select your preferred district of application (you
can choose one district and select up to three schools
within that district).
- Upload the necessary supporting files and submit your request.
Results and any subsequent appeals will
also be handled directly through TMIS. Make sure to submit early, as
application date and time are used as tie-breakers if multiple eligible
candidates apply for the same vacancy!
