GENERAL GUIDELINES FOR THE 2025/2026 NATIONAL PRACTICAL
EXAMINATIONS (BOTH SCHOOL BASED AND PRIVATE CANDIDATES)
1. Rationale:
These guidelines outline the roles and responsibilities of NESA and the secondary
schools hosting 2025/2026 Practical National Examinations. They also specify the
funding modalities for the implementation of the National Practical Examinations
activities.
2. Confidentiality:
Practical examination centres are not allowed to disclose the results of the
assessment to the public. Only NESA has the authority to announce the results at
the scheduled time. The assessment activities are conducted at a school selected as
a practical examination centre.
3. Obligations and Responsibilities:
The following agreement is made between:
National Examinations and School Inspection Authority (NESA) represented by the
Director General, Dr. BAHATI Bernard;
And ……………………………............………………………………… (being a Practical
Examination Centre) represented by the Headteacher/the School Owner.
4. NESA agrees to:
Follow these guidelines as a tool to facilitate the conduct of the Practical
National Examinations for the candidates.Provide funds for consumable materials listed in guidelines and allowances
for the Assessors and Examination Centre Facilitators (the Headteacher,
Deputy Headteacher in charge of Studies, and Bursar of the Schools
identified as Examination Centres).Based on Ministerial Instructions N° 02 OF 02/12/2025 Determining Mission
Allowances for Public Servants, and the Ministerial resolutions of the
Education Senior Management Meeting of July 08th, 2022, with reference to
the proposal of NESA Senior Management Meeting held in April 04th 2022
and June 06th 2022; the allowances for the conduct of Practical National
examinations shall be given as follows:
a. Assessors from different Schools within the same District will receive a
supervision allowance equivalent to 6,000 FRW per day and a
transportation fee equivalent to 15,000 FRW per day. This will also apply
to all Assessors in the Schools of the City of Kigali.
b. Assessors delegated from other Districts will receive official mission fees
including a lunch allowance, accommodation fee, and a transportation
allowance of 20,000 FRW that is given once.
c. Examination centres facilitators (Headteacher, Deputy Headteacher in
charge of Studies and Bursar) will receive a supervision allowance
equivalent to 6,000 FRW per day.
Monitor the deposit of Practical National Examinations funds specified on
the bank account provided by the identified Practical Examination Centre.
5. The Headteacher/School Owner of the identified examination centre
agrees to:
Accept that the school shall be used as a Practical Examination centre
for the period of 01st June 2026 to 20th June 2026, by the
Headteacher/School Owner. The identified Schools to host Practical
National Examinations is required to equip the workshops, Labs, and
other learning facilities with all necessary equipment and tools
identified for the smooth conduct of the practical examination.Provide bank account of the school identified as Practical Examination
centre so that the allowances specified above be deposited for
supervisory purposes.The amount being .................................. (in figures),

parties.The established Practical Examinations Centre must be equipped with
a generator to prevent electricity shortage and provide fuel to ensure
uninterrupted work during the entire period of the Practical National
Examinations and facilitate the printing services of assessment tools.Manage all financial activities related to Practical National
Examinations funds received from MINECOFIN, by filing all financial
supporting documents and preparing comprehensive report of funds
expenditure by the School Bursar. The report should be well binded.Coordinate the provision of all required assessment tools and filing of
all assessment shields of evidence by the Deputy Headteacher in
charge of Studies.Oversee all assessment activities and ensure collaboration of all
involved people at examinations centre by Head of Examination
Centre. He/she also coordinates communication between the
examinations centre and NESA Representatives.Justify Funds disbursement: – any remaining amount should be
deposited on the account number 1000007559, named “Ordonateur
Tresorier du Rwanda”, opened in BNR.Include original bank slip (bordereau) for the remaining amount (said
in Paragraph 5.9) in funds utilization report (Financial report). The
refund must be done in the name of the school, and NOT in any
individual person name. Payment orders should be accompanied by
a bank transfer confirmation (Payslip).
