REB List of 1,554 Inactive Primary and secondary teachers in English proficiency training
The Rwanda Basic Education Board (REB), in
partnership with Education First (EF), launched the first nationwide cohort of
the English Proficiency Training Programme for in-service teachers. The
programme is mandatory and aims to ensure that all teachers attain the minimum
required English proficiency level of B2, which is essential for effective
teaching and learning. Regular monitoring reports shared with REB indicate that
a number of teachers are not complying with the programme requirements.
For accountability purposes, you are
requested to take the following actions:
- Write formally to all teachers in your District classified as
off-track, inactive, or not enrolled, requesting them to provide written
explanations for their failure to engage regularly in the English
Proficiency Training Programme.
- Apply appropriate administrative or punitive measures, in
accordance with the statutes and regulations governing employees of basic
education, in cases of unjustified non-compliance.
- Submit to REB a consolidated report indicating, for each
concerned teacher, the current engagement status, the explanation
provided, actions taken by District authorities, and a clear follow-up
plan.
The list of concerned teachers,
disaggregated by District, Sector, and School, is attached to this letter for
your reference. You are requested to submit the above-mentioned report to REB
not later than two weeks after receipt of this letter. Your timely action and
cooperation are essential to ensuring the success of this national programme.
