Key Duties and Responsibilities

  1. Coordinate development of the designs that includes specifications, drawings and calculations.
  2. Ensure that sanitation supply systems are designed and installed as per applicable codes, standards and regulations.
  3. Contribute to the development of sanitation management policies and regulations.
  4. Stay abreast of emerging technologies and industry trends related to sanitation.
  5. Actively prepare, review or validate specifications for project construction works.
  6. Actively prepare, review or validate tender documents as a basis for procuring construction works as required.
  7. Effectively and efficiently manage the implementation of projects and supporting on project tasks, under the leadership of supervisors.
  8. Administer the contracts and monitor the progress and the quality of works for the implementation of projects from beginning to end from designs to handover of construction works with respect to the applicable schedule, policies and standards.
  9. Provide regular updates on the project implementation, challenges and mitigation measures to fast-track project executions.
  10. Ensure that projects keep to budgets and timescales.
  11. Perform any other duties that may be assigned by the SPIU Coordinator, program Manager or project manager.

Minimum Requirements

  1. Master’s degree in Sanitary Engineering, Environmental Engineering, Water and Sanitation Engineering, Civil Engineering
  2. A minimum experience of 2 years as Sanitation Engineer, Sanitation senior Engineer, Sanitation Specialist in a similar organization or busy function.

OR

  1. Bachelor’s degree in Sanitary Engineering, Environmental Engineering, Water and Sanitation Engineering, Civil Engineering
  2. A minimum experience of 3 years as Sanitation Engineer, Sanitation senior Engineer, Sanitation Specialist in a similar organization or busy function.

The Program Manager, AI Scaling Hub will be part of the hubs program management office will lead the coordination, planning, and execution of all AI-driven use cases / project within the Hubs portfolio, in close collaboration with team members. The Program Manager will lead all external stakeholders’ management to ensure successful delivery of the organization’s initiatives. This role ensures alignment with Rwanda’s priorities and policies in key sectors like health, agriculture and education. The PM will be expected to maintain strong collaboration with public institutions, implementing partners, and regulatory bodies. The Program Manager will oversee deployment, monitoring, and scale-up of AI solutions in key sectors to ensure that all initiatives meet the highest standards of ethics, safety, and sustainability. Key Responsibilities

  • Lead the hubs project management responsibilities toward the successful delivery of all assigned projects / use cases.
  • Ensure the highest standards of project/program management practices within all use cases/projects
  • Coordinate implementation and stakeholder engagement across AI use cases / projects to ensure alignment with Rwanda’s priorities and policies.

Qualifications and Experience

  • Education: Bachelor’s degree or master’s degree in computer engineering, Electrical Engineering, Artificial Intelligence, Machine Learning, Industrial Engineering or related field preferred.
  • Experience: Minimum of 5 years in program or project management in leading digital transformation initiatives / projects
  • Technical understanding: Strong understanding of how digital tools, including AI and data-driven solutions, drive transformation in sectors like health, Agriculture and Education, including predictive analytics, decision supported.
  • Policy expertise: Understanding of Rwanda’s ecosystem, data governance frameworks, and strategic priorities.

The Facultative Business & Claims Manager is responsible for managing complex facultative reinsurance placements and overseeing claims to ensure optimal recoveries. The role combines technical reinsurance expertise with strong client and market engagement to protect client interests and drive commercial performance.

Key Responsibilities

  1. Facultative Business Manager

This person will handle and manage large, complex, and non-standard risks outside standard reinsurance treaties requiring case-by case assessment and negotiation.

Risk Assessment and Structuring: Conducts in-depth analysis of unique or complex individual risks to determine appropriate coverage and structure a tailored reinsurance program.

Market Placement and Negotiation: Prepares detailed submission packages and negotiates terms, conditions, and pricing with various reinsurers to secure the most competitive and comprehensive coverage for the client.

  1. Technical Accounts Manager

Financial Processing and Reconciliation: Manages the recording, classifying, and processing of premiums, claims, and other financial data related to reinsurance contracts. This includes managing premium adjustments, profit commissions, and outstanding loss reserves.

Role Purpose

The Water & Sanitation SME will provide technical and sector-specific expertise to ensure that organizational design, staffing models, and change initiatives align with the practical realities of water and sanitation utility operations and support WASACs strategic performance targets.

Key Responsibilities
