HEC Announces 2025/2026 Student Loan Results for UR, Rwanda Polytechnic, and RICA

The Higher Education Council (HEC) has released the results for students who applied for government student loans to study at the University of Rwanda (UR), Rwanda Polytechnic – Bachelor of Technology (second cycle), and the Rwanda Institute for Conservation Agriculture (RICA) for the 2025/2026 academic year.

Students can now check their loan application status online through the HECMIS portal via this link: https://hecmis.hec.gov.rw. To access their results, applicants must log in using their registration number, where they can also download a confirmation slip.

Loan Allocation Criteria

HEC confirmed that loans have been allocated based on the following criteria:

  • 50% support for students who completed upper secondary education.

  • 50% support for students admitted to universities or higher learning institutions.

Additionally, only students who scored an average of 50% or higher in national examinations were considered for the loan.

Important Notes from HEC

  • Students who change the program they were originally awarded may lose their loan.

  • Results available on HECMIS are final, and appeals will only be considered through the official online claim system (Submit your Claim).

  • The appeal period runs from 22nd September 2024 to 30th September 2025. After this deadline, no further appeals will be accepted.
