Understanding Rwanda’s Psychometric Test for Government Jobs

The Psychometric Test (Ikizamini cy’Isuzumabushobozi) is a mandatory online assessment introduced by the Government of Rwanda as a preliminary step in public sector recruitment. It measures the candidate’s mental aptitude, reasoning ability, and decision-making skills, helping to identify the most capable applicants for public service roles.

This test is not based on academic knowledge — rather, it evaluates whether a candidate has the essential cognitive and analytical abilities needed to perform effectively in a government position.

This test is mandated by Article 7 of Presidential Order No. 128/01 of 03/12/2020, which governs the recruitment and induction training of civil servants in Rwanda.

According to this law, all applicants for positions in the public service must undergo a psychometric test. Only candidates who score at least 50% will move on to the next stages of recruitment, which include the written exam and/or interview.

Technical Requirements

  1. A minimum internet speed of 2 Mbps is required for a smooth test experience.
  2. Your computer must have a functional webcam that remains active throughout the test.
  3. The recommended operating systems for optimal performance are Windows 10/11 or macOS 10.15 and above.
  4. The following browsers are preferred for the best test experience: Google Chrome 95 and above, Mozilla Firefox 90 and above, Microsoft Edge (Chromium-based), Safari 14 and above, Opera (latest versions)
  5. Your computer microphone must remain on throughout the entire test duration.
  6. You must be in a quiet environment, and no other individuals should be present during the test.
  7. Ensure that your workspace is clear, with no books, notes, or electronic devices other than the computer used for the test.
  8. Remember the system will randomly take a photo of the candidate during the exam to ensure there is no impersonation.
  9. During the test, ensure your face remains clearly visible to the computer's webcam. Any unnecessary movement may result in removal from the test, which will be considered a failure.
  10. Any form of cheating or attempts to manipulate your responses during the psychometric test will not be tolerated. If any dishonesty is detected, your test results will be invalidated and you will be disqualified from applying for Government positions for one year.

Applicant Instructions

  1. This psychometric test is an integral part of the shortlisting process. It does not replace the official online written exam.
  2. Read carefully the required competencies, psychometric domains, and languages for the position you want to apply for.
  3. Answer each question in sequence (one after the other). Once the allocated time for a question expires, the system will automatically proceed to the next one, and you will not be able to return to previous questions.
  4. The test consists of 21 questions in the following formats: multiple-choice, true/false, fill in the missing word, and matching. The minimum passing score is 50%.
  5. Once you pass the test, your job application will be automatically submitted. If you do not pass, you will be ineligible for the job application.
  6. If you pass the test, your job application will be automatically submitted. Your results will remain valid for at least one year for positions with the same job level and psychometric domains.
  7. If you do not pass the test, you will be ineligible for the job application and you will not be able to retake the test.
