In line with the Government of Rwanda's 4x4 Reform, the Ministry of Health (MoH) is offering competitive scholarship funding for Rwandan public-health professionals to pursue PhD studies in high-priority disciplines.
Awardees will retain their current roles while undertaking their PhD preferably through a sandwich model that alternates research blocks between the host university and Rwanda so that new knowledge is rapidly applied to local health-system challenges.
In line with this, The Ministry of Health is currently accepting expressions of interest for the following PhD opportunities:
Eligibility
1. Rwandan nationality.
2. Must fulfil the requirements of admission in the chosen PhD awarding university.
3. Not be enrolled in any other PhD program.
4. Fluent in oral and written English.
5. Exhibit strong leadership skills and the ability to thrive in a fast-paced environment.
6. Be flexible, with a positive attitude and willingness to adapt to diverse cultural settings.
Other considerations:
- Having publications is advantageous.
- Female candidates are strongly encouraged to apply.
Scholarship Package
- Tuition, mandatory fees, and approved research costs
- Monthly stipend and travel allowance (where applicable)
- Research supervision support from both the host university and MoH technical mentors
- Access to MoH datasets, and field sites
- Serve Rwanda's health sector for a minimum of 5 years after graduation in line with the public service agreement.

o Expression of Interest letter (≤ 1 page) summarizing motivation and alignment with a priority field.
o PhD concept note (≤ 2 pages) outlining the research question, objectives, methods,
and anticipated impact.
o Curriculum Vitae (≤ 3 pages).
o Certified copies of degree certificates & transcripts.
2. Deadline: Friday, August 15th, 2025 at 23:59 CAT.
3. Short-listed candidates will be invited to interviews and must present evidence of (or progress toward) admission to an accredited PhD programme.
