1. The "Graduation" Mindset

The most critical part of this job description is the Empowerment Strategy for Graduation. In Rwanda’s social protection landscape, "graduation" means moving a household out of extreme poverty so they no longer require direct financial support (like VUP transfers).

Your Strategy: In your written exam or interview, emphasize that your goal isn't just to distribute aid, but to monitor the impact of that aid. You are looking for progress, not just participation.

2. The Skills You Actually Need

While the qualifications list degrees from Sociology to Public Admin, the Technical Competencies tell the real story:

  • Data Management: You’ll be maintaining a database of vulnerable groups. If you're a wizard with Excel or MIS (Management Information Systems), highlight that.
