Supervise the quality of services rendered by health facilities at Sector level
and consolidate data on the situation of subscription to medical insurance
schemes (including Mutuelle de Santé); – Monitor the allocation and use of funds

Job responsibilities
Duties and responsibilities: – Coordinate
the implementation, monitoring and evaluation, reporting of the team, supervise
all staff therein and instil the practice of knowledge management; – Coordinate
the implementation of the City of Kigali’s strategies or plans meant to monitor
the localized implementation of national policies in the sector and ensure the
implementation of City of Kigali Council’s decisions in the district,
pertaining to urban economic development; – Ensure direct technical working relationships
of the team with KESC, Investment and Revenue Generation Team at City of Kigali
head office, Investment & Revenue Generation Team, Economic Development
& Resource Generation at sector level; BDF, YEGO Centres and Business
Development Centres, etc.; – Coordinate campaigns meant to raise local
population and key players’ awareness on existing opportunities and potential
to attract investors in the sector; – Produce analytical reports on urban
economic development environment in the sector; – Implement the City of
Kigali’s strategy and programs for the promotion of co-operatives, MSMEs and
Employment at the Sector level; – Promote the creation and development of new
trading centres or markets in the sector; – Identify, map and promote tourism
and business opportunities available in the Sector; – Coordinate campaigns
meant to promote savings, and undertake advocacy action to promote networking
and build synergies with micro credit and saving organizations to facilitate
local population to access finances; – Facilitate gathering data related to the
employment status within the sector; – Oversee the implementation of business
development advisory services at Sector Level; – Gather, consolidate and update
aggregated and disaggregated data related to the employment status within the
District; – Maintain an updated database of Economic Development & Resource
Generation information in the sector and produce regular analytical reports on
the same in the sector; – Perform any other duties assigned by the supervisor.

The City of Kigali (CoK) recently announced
an opening for a Social Affairs powerhouse. Reporting directly to the Executive
Secretary, the successful candidate won't just be "helping
out"—they will be managing the machinery of social transformation at the
Sector level.
1. The "Graduation" Mindset
The most critical part of this job
description is the Empowerment Strategy for Graduation. In Rwanda’s
social protection landscape, "graduation" means moving a household
out of extreme poverty so they no longer require direct financial support (like
VUP transfers).
Your Strategy: In your written exam or interview, emphasize that your goal isn't
just to distribute aid, but to monitor the impact of that aid. You are
looking for progress, not just participation.
2. The Skills You Actually Need
While the qualifications list degrees from
Sociology to Public Admin, the Technical Competencies tell the real
story:
- Data Management: You’ll be
maintaining a database of vulnerable groups. If you're a wizard with Excel
or MIS (Management Information Systems), highlight that.
- Analytical Thinking: You need to
look at a list of 500 households and identify which ones are ready for
entrepreneurship training versus those who need immediate social
assistance.
- Leadership & Persuasion: You’ll
be leading a team and coordinating with NGOs. You need to be as
comfortable talking to a Cell Coordinator as you are presenting to the
Executive Secretary.
