REB Releases Comprehensive School Leadership Performance Evaluation results for 2025–2026
Kigali, Rwanda – The Rwanda Basic Education Board (REB) has officially released its "School Leaders' Comprehensive Performance Evaluation Outcomes," a critical assessment designed to ensure high standards of leadership in secondary schools across the nation. This comprehensive evaluation, conducted in accordance with Article 45 of the Prime Minister's Order n° 033/03 of 12/11/2024, is pivotal for maintaining and enhancing educational quality in Rwanda for the 2025–2026 period.
A Holistic Approach to Leadership Assessment
The evaluation system employs a multi-faceted approach, scrutinizing various aspects of a school leader's performance. The total weighted score is out of 100, providing a clear benchmark for effectiveness. Here's a breakdown of the key evaluation components:
District-Level Evaluation (50 points): This is the largest component, reflecting the overall assessment by district education officials. It covers a broad spectrum of leadership responsibilities and school management.
Average School Performance in National Examinations for the last 3 years (20 points): A crucial indicator of a leader's impact on academic outcomes, this component assesses student performance trends in national exams.
Effective School Leadership Test (10 points): This directly measures a leader's knowledge and understanding of best practices in school management and educational policy.
English Proficiency Test (10 points): Given the importance of English in Rwanda's education system, this test ensures leaders have the necessary language skills to guide their institutions effectively.
NESA Inspection Rating (10 points): The National Examination and School Inspection Authority (NESA) provides an independent assessment, contributing to a well-rounded view of school quality.
Performance Categories and Decisions
Based on the weighted total score, leaders are categorized as follows:
Excellent Performance (80-100): Leaders who consistently demonstrate outstanding leadership and school management.
Meets Expectations (70-79): Leaders who fulfill the requirements and contribute positively to their schools.
Does not Meet Expectations (0-69): Leaders identified as needing significant improvement or intervention.
The evaluation also outlines specific decisions:
Maintain school leadership position: For leaders meeting or exceeding expectations.
Reassignment from leadership to teaching position: A consequence for leaders who consistently fall below expectations, emphasizing the REB's commitment to effective leadership.
Why School Leadership Matters
The leadership within a school is the primary driver of student success and teacher morale. By implementing a rigorous evaluation system, the REB ensures that every school in Rwanda is guided by individuals who meet high standards of accountability, strategic planning, and pedagogical support.
