CIRCULAR No: 003/REB/01/2025
To: All teachers selected for the English language proficiency training program
Subject: Compulsory enrollment in the English and communication skills teacher training program
Education remains a top national priority for Rwanda as the country advances toward becoming a knowledge-based economy. The realization of Rwanda’s Vision 2050 depends largely on the quality of education provided to our learners, and this quality is directly linked to the competence, professionalism, and communication skills of teachers. Proficiency in English, as the language of instruction, is therefore not optional but essential for delivering effective teaching and preparing learners to compete regionally and globally.
For this reason, the Ministry of Education, through REB and in collaboration with Education First, has introduced the English and Communication Skills Teacher Training Program. This program supports teachers to improve their English and reach at least B2 level, as required by the Teacher Statutes.
Selected teachers are expected to enroll and actively participate in the program. Teachers who do not make progress toward B2 level risk losing their jobs because they will not meet the required professional standards. They may also miss opportunities such as scholarships, transfers, and career development. This is because they will not have demonstrated that they can use the opportunity they were given to study and improve their English.
REB therefore strongly urges teachers to take this opportunity seriously, enroll on time, and actively participate for their own professional development and for the future of Rwanda.
REB counts on your full cooperation and professionalism.
