Subject: Proper use of textbooks and other instructional materials in schools
Dear School Leaders,
The Rwanda Basic Education Board has noted with concern persistent gaps in the utilisation of textbooks and other instructional materials provided to schools. Despite continued investments by the Government and its partners to supply adequate learning resources, monitoring reports indicate that in many schools, textbooks remain underutilised, and learners are not consistently given the opportunity to use them during classroom instruction.
Effective teaching and learning require that textbooks and instructional materials be actively integrated into daily lessons. These resources are essential for promoting learner engagement, supporting curriculum delivery, and improving learning outcomes across all grades and subjects.
In this regard, REB hereby issues the following directives, effective immediately:
Ensure daily use of textbooks in classroom instruction so that all learners have access to the required materials during lessons.
Maintain proper management of textbooks, including an updated inventory, safe storage, and regular tracking of all instructional materials.
Supervise and monitor classroom practices to confirm effective use of textbooks, noting that compliance will be reviewed during school inspections and performance evaluations.
REB expects full compliance with these guidelines to ensure that all learners benefit from the resources provided to enhance teaching and learning.
