UNHCR Rwanda, within the framework of the PRM-funded
“DRC–Rwanda Voluntary Returns” project, is implementing activities to
facilitate the voluntary, safe and dignified return of Rwandan refugees from
the Democratic Republic of the Congo (DRC) and to support the voluntary
repatriation of Congolese refugees from Rwanda. These efforts contribute to
durable solutions, peacebuilding, and social cohesion in the Great Lakes region
by providing returnees with protection, transportation, reception and
reintegration assistance in coordination with government counterparts and
partners.
The Government of Rwanda leads the national refugee response
through the Ministry of Emergency Management (MINEMA) and the Directorate
General of Immigration and Emigration (DGIE), in close coordination with UNHCR.
The UNHCR Representation in Rwanda consists of a Branch Office in Kigali and
Field Offices in Huye, Karongi and Kirehe. FO Karongi oversees Kiziba Refugee
Camp, Nkamira Transit Centre – which hosts asylum seekers from the DRC -as well
as Nyarushishi and Kijote Transit Centres, which receive and accommodate
Rwandan returnees.
Established in 1996, Kiziba is the oldest refugee camp in
Rwanda and hosts a protracted caseload of Congolese refugees, with a population
of approximately 14,000 individuals. Due to the camp’s protracted nature and
high expectations around resettlement as the preferred durable solution, the
context remains highly sensitive and requires well-trained and experienced
personnel. Rwanda maintains a comprehensive protection framework, being party
to the 1951 Convention and offering refugees access to national systems,
including education, health services, livelihoods, and financial inclusion in
line with national refugee law.
The overall refugee situation has evolved, with the
traditional protracted caseload now compounded by new arrivals driven by
instability in Eastern DRC. More than 15,000 new arrivals have been recorded
since late 2022. In response, Rwanda’s refugee policy continues to shift from a
purely humanitarian model toward a development-oriented approach, emphasizing
self-reliance, livelihoods, and social cohesion. UNHCR supports this shift by
strengthening partnerships with government authorities, development actors, UN
agencies and the private sector, while continuing core protection activities
such as registration, RSD, resettlement, and targeted assistance to meet
health, education, community development, and livelihood needs.Purpose and
Scope of Assignment
Under the direct supervision of the Assistant Protection
Officer and overall supervision by the Head of Protection, the incumbent will
undertake the following tasks:
Consistently apply International and National Law and
applicable UN/UNHCR and IASC policy, standards and codes of conduct.
Provide counselling on protection issues to PoC; liaise with
competent authorities to ensure the issuance of personal and other relevant
documentation.
Support activities in protection related AGD based
programming with implementing and operational partners.
Conduct preliminary information gathering and interviews in
support of eligibility, status determination, durable solutions and social
needs assessment.
Contribute to measures to identify, prevent and reduce
statelessness.
Contribute to a country-level child protection plan as part
of the protection strategy.
Contribute to a country-level education plan for PoC as part
of the protection strategy.
Monitor Standard Operating Procedures (SOPs) for all
protection/solutions activities.
Participate in individual protection case management
including cases of GBV and child protection. Monitor and report on cases of
refoulement, expulsion and other protection incidents.
Assist in identifying durable solutions for PoC in voluntary
repatriation, local integration and where appropriate, resettlement.
Contribute to the design, implementation and evaluation of
protection related AGD based programming with implementing and operational
partners.
Draft reports, routine correspondence, update relevant
databases and compiling statistics within the Area of Responsibility (AoR).
Contribute to initiatives to enhance national and local
protection capacities.
Select PoC for preliminary interviews and decide which
relevant information to share.
Enforce integrity in the delivery of protection services by
local implementing partners.

The Senior Protection Assistant will be monitored through:
Regular supervision by the Assistant Protection Officer.

Purpose and Scope of Assignment
Under the direct supervision of the Associate Programme
Officer and the overall supervision of the Senior Programme Officer, the
Programme Associate will undertake the following duties and responsibilities:
Programme Planning and Implementation
Support needs assessments and data collection related to
voluntary repatriation and reintegration activities, applying an Age, Gender,
and Diversity (AGD) lens.
Assist in preparing project documents, work plans, budgets,
and revisions in line with the PRM-funded project and UNHCR’s planning systems
(Focus/MSRP).
Support the establishment and monitoring of partnership
agreements, ensuring compliance with UNHCR’s procedures for selection,
monitoring and reporting.
Liaise with partners and field offices to ensure timely
implementation of activities, including rehabilitation of transit centres,
provision of transport, and delivery of return grants.
Maintain detailed tracking of project expenditures,
implementation rates, and performance indicators.
Facilitate coordination with field units to ensure
operational consistency across transit centres (e.g., Nyarushishi and Kijote)
and at border points.
Monitoring, Reporting and Coordination

multi-functional team (MFT) monitoring plans, including regular field

Review partners’ progress and financial reports for
completeness, accuracy, and compliance prior to submission.
Compile and analyze programme performance data and assist in
preparing quarterly and final narrative and financial reports for PRM and
internal purposes.
Support the organization of cross-border and inter-agency
coordination meetings between Rwanda and DRC teams under the Tripartite
framework.
Maintain project documentation, including data on returnees,
indicators, partner performance, and expenditures.
Capacity Building and Administrative Support
Assist in training partners and field staff on programme and
financial management tools and processes.
Provide logistical and administrative support for meetings,
missions, and workshops related to voluntary repatriation and reintegration.
Use UNHCR’s corporate systems (Focus, MSRP, Global Focus
Insight, and partner portals) to support programme implementation and
reporting.

Monitoring and Progress Controls
Workplan Delivery: Programme activities implemented as per
PRM-approved workplan and budget.
Monitoring: Regular monitoring reports, field visit
summaries, and performance indicators updated monthly.
Reporting: Quarterly and final reports submitted in line
with PRM and UNHCR timelines.
Compliance: Partnership agreements, budgets, and
expenditures are compliant with UNHCR rules and PRM donor requirements.
Quality: Data and reports demonstrate accuracy, consistency,
and evidence-based analysis.
Qualifications and Experience
a. Education
A university degree in the fields Business Administration,
Economics, International Relations, Social Sciences, or related field is
required.
b. Work Experience
M For G6 – 3 years relevant experience with High School
Diploma; or 2 years relevant work experience with Bachelor or equivalent or
higher, preferably in programme management, project administration, or
coordination in humanitarian or development contexts.
Experience in results-based management (RBM), monitoring and
evaluation, and budget management is essential.
Experience with UNHCR, UN agencies, NGOs, or government
counterparts in humanitarian or return/reintegration projects is desirable.
Familiarity with UNHCR systems (Cloud-ERP, COMPASS, PROMS,

General Background
The Government of Rwanda (GoR), through the Ministry of
Emergency Management (MINEMA) and the Directorate General of Immigration and
Emigration (DGIE), leads the national refugee response in coordination with the
United Nations High Commissioner for Refugees (UNHCR). The UNHCR Representation
in Rwanda comprises a Branch Office in Kigali and Field Offices in Huye,
Karongi, and Kirehe.
As of September 2025, Rwanda hosts more than 137,000
refugees and asylum-seekers. The primary nationalities of concern continue to
be from the Democratic Republic of the Congo and Burundi, with Congolese
comprising roughly 61 % and Burundians about 38 % of the total registered
population. Approximately 90 % of the refugee population lives in camp-based
settings across five primary refugee camps: Kiziba, Nyabiheke, Kigeme,
Mugombwa, and Mahama, with the remainder residing in urban or semi-urban
locations such as Kigali, Huye, and Bugesera districts.
Since April 2015, UNHCR has supported reception and transit
facilities such as Kijote and Nyarushishi, which are utilized for returning
Rwandan nationals mainly from the DRC. More recently, from November 2022, a new
emergency reception facility, Nkamira Transit Center, was established to
accommodate Congolese new arrivals fleeing the DRC.
In addition, Rwanda hosts the Gashora Emergency Transit
Mechanism (ETM) in Bugesera district, which was established in September 2019
under a Memorandum of Understanding (MoU) between the GoR, UNHCR, and the
African Union (AU), to receive evacuees from Libya under humanitarian
evacuation/resettlement schemes.
Within the registration and documentation domain, UNHCR and
the GoR collaborate to conduct registration and related data-management
activities for populations of concern. This includes registering new arrivals,
updating biodata (contact/address changes, education/skills, vital events such
as births, deaths, marriages, and divorces), identifying persons with specific
needs for protection referrals, issuing documentation (Proof of Registration,
refugee identity documents issued by the national ID authority – NIDA), and
managing filing, records, and returnees, refugee and asylum seekers population
databases.
Purpose and Scope of Assignment
The Registration Associate is a member of the registration
team and is supervised by a more senior colleague and, in some cases, reports
directly to the Protection Officer or the Registration Officer. The incumbent
is responsible for supporting all registration-related activities, which may
include functions related to reception, filing, and data management. The
incumbent will undertake the following tasks:
Conduct registration and identity verification activities in
accordance with local SOPs and registration standards.
Respond to queries from Returnees and other population
groups regarding UNHCR’s registration procedures and their rights and
entitlements.
Maintain accurate and up-to-date records and data related to
all individuals in registration cases, including returnee cases and the results
of the identity verification process.
Identify persons with specific needs and ensure timely
referral to protection follow-up as required.
Collaborate with protection staff and/or partners in the
delivery of assistance and programming, including the provision of identity and
entitlement documentation.
Refer cases to other units within the office and
implementing partners as necessary.
Provide statistics and draft reports related to registration
and verification data, as requested.
Perform the filing and documentation activities as an
integral part of the registration and verification process.
In consultation with the supervisor, make decisions related
to the day-to-day operations of the registration unit and devise registration

population on resettlement which is the only most preferable durable solution
to the plight of the persons of concern in Kiziba camp.
The government of Rwanda is a party to the 1951 convention
and other important human rights convention and offers international protection
to refugees and asylum seekers present on its territory including those in
Kiziba and Karongi area of responsibility. The refugee situation in Rwanda has
largely been a protracted one, but recently, increasing instability in Eastern
DRC during the latter part of 2022 and early 2023 has forced people to flee
across the border to Rwanda. As of end of September 2023, around 15,000 new
arrivals have been recorded. At the policy level, Rwanda gives utmost
importance to refugee inclusion into national services such as education,
health, socio-economic and financial services (including access to investment
& bank accounts). Explicitly, Article 18 of the Law n°13ter/ 2014 of
21/05/2014 relating to refugees stipulates that “without prejudice to other
laws, any person having obtained refugee status in Rwanda shall enjoy the
rights and liberties provided for by international instruments on refugees
ratified by Rwanda.
There is a gradual shift from a humanitarian approach to a
developmental focus in the Rwandan refugee response, with emphasis on
sustainable livelihoods and social cohesion (Humanitarian, Development and
Peace nexus). UNHCR further strengthens its advocacy with partners and assists
refugees to become more self-reliant with targeted assistance and an increased
number of livelihood projects, including access to training, cash grants, and
technical expertise, as well as establishing strategic partnerships with
Development actors, UN agencies and private sector. UNHCR current protection
activities provided to refugees, displaced communities and stateless persons
include Registration, Refugee Status Determination, Resettlement and Durable
Solutions, while assistance is primarily focusing on life-saving activities
such as health, education, livelihoods, and community development/empowerment.
With resettlement being the main durable solution for Congolese refugees, it
has become challenging to manage expectations in resettlement, and attempted
fraud cases are being identified and managed. Domestic violence within families
have been reported, all linked to resettlement expectations. The refugee
communities were most often unwilling to develop their capacities/potentials,
due to concerns of losing resettlement opportunities. This dynamic has shifted
with recent limited allocated slots for resettlement, and refugees are willing
to engage in self-reliance activities, and there is need for Karongi office to
accompany these changes in mindset.
Purpose and Scope of Assignment
The Protection Associate reports to the Associate Protection
Officer. The incumbent monitors protection standards, operational procedures
and practices in protection delivery in line with international standards and
provides functional protection support to information management and programme
staff.
The Protection Associate is expected to coordinate quality,
timely and effective protection responses to the needs of refugees, displaced
and stateless persons and identify opportunities to mainstream protection
methodologies and integrate protection safeguards in operational responses in
all sectors. S/he contributes to designing a comprehensive protection strategy
and liaises externally with authorities and partners on protection doctrine and
policy as guided by the supervisor.
The Protection Associate also ensures that the communities
we serve are involved in making decisions that affect them, whether in
accessing their rights or in identifying appropriate solutions to their
problems. To achieve this, the incumbent will need to build and maintain
effective interfaces with communities of concern, local authorities and
protection partners.
Under the direct supervision of the Associate Protection
Officer, the incumbent will undertake the following tasks:
Stay abreast of political, social, economic and cultural

General Background
UNHCR Rwanda, within the framework of the PRM-funded
“DRC–Rwanda Voluntary Returns” project, is implementing activities to

repatriation of Congolese refugees from Rwanda.
The operation contributes to durable solutions,
peacebuilding, and social cohesion in the Great Lakes region by providing
returnees with protection, transportation, reception, and reintegration
assistance in coordination with government counterparts and partners.
Within this context, the Programme Associate will provide
programmatic and administrative support to ensure the timely implementation,
monitoring and reporting of activities under the project, in close
collaboration with relevant UNHCR units, implementing partners, and government
counterparts. The incumbent will support all aspects of the Operations
Management Cycle in line with UNHCR’s Results-Based Management (RBM) framework
and the Framework for Implementing with Partners (FWIP).
Purpose and Scope of Assignment
Under the direct supervision of the Head of Field Office and
the overall supervision of the Senior Programme Officer, the Programme
Associate will undertake the following duties and responsibilities:
Programme Planning and Implementation
Support needs assessments and data collection related to
voluntary repatriation and reintegration activities, applying an Age, Gender,
and Diversity (AGD) lens.
Assist in preparing project documents, work plans, budgets,
and revisions in line with the PRM-funded project and UNHCR’s planning systems
(Focus/MSRP).
Support the establishment and monitoring of partnership

Liaise with partners and field offices to ensure timely

The Associate Community-Based Protection Officer reports to

In coordination with other UNHCR staff, government, NGO
partners and other stakeholders, the Associate Community-Based Protection
Officer works directly with communities of concern to identify the risks they
face and to leverage their capacities to protect themselves, their families and
communities. The incumbent may have direct supervisory responsibility for part
of the protection and/or support staff and supports the application of
community-based protection standards, operational procedures and practices in
community-based protection delivery at the field level. To fulfil this role,
the Associate Community-Based Protection Officer is required to spend a

and maintenance of constructive relationships with the people we serve that

General Background
The Government of Rwanda (GoR), through the Ministry of
Emergency Management (MINEMA) and the Directorate General of Immigration and
Emigration (DGIE), leads the national refugee response in coordination with the
United Nations High Commissioner for Refugees (UNHCR). The UNHCR Representation
in Rwanda comprises a Branch Office in Kigali and Field Offices (FOs) in Huye,
Karongi, and Kirehe.
FO Karongi is responsible for overseeing Kiziba Refugee
Camp, Nkamira Transit Centre—which hosts asylum seekers from the DRC—as well as
two additional transit centres, Nyarushishi and Kijote, which receives and
accommodate Rwandan returnees from the DRC.
Established in 1996, Kiziba is the oldest refugee camp in
Rwanda. The camp hosts protracted caseload of refugees from the DRC and
currently has a population of about 14,109.
The camp is the most context-sensitive in Rwanda’s operation
and therefore needs well-informed personnel with adequate experience in the
same or similar operational context ready to manage the expectations of the
population on resettlement which is the only most preferable durable solution
to the plight of the persons of concern in Kiziba camp.
The government of Rwanda is a party to the 1951 convention
and other important human rights convention and offers international protection
to refugees and asylum seekers present on its territory including those in
Kiziba and Karongi area of responsibility. The refugee situation in Rwanda has
largely been a protracted one, but recently, increasing instability in Eastern
DRC during the latter part of 2022 and early 2023 has forced people to flee
across the border to Rwanda. As of end of September 2023, around 15,000 new
arrivals have been recorded. At the policy level, Rwanda gives utmost
importance to refugee inclusion into national services such as education,
health, socio-economic and financial services (including access to investment
& bank accounts). Explicitly, Article 18 of the Law n°13ter/ 2014 of
21/05/2014 relating to refugees stipulates that “without prejudice to other
laws, any person having obtained refugee status in Rwanda shall enjoy the
rights and liberties provided for by international instruments on refugees
ratified by Rwanda.
There is a gradual shift from a humanitarian approach to a
developmental focus in the Rwandan refugee response, with emphasis on
sustainable livelihoods and social cohesion (Humanitarian, Development and
Peace nexus). UNHCR further strengthens its advocacy with partners and assists
refugees to become more self-reliant with targeted assistance and an increased
number of livelihood projects, including access to training, cash grants, and
technical expertise, as well as establishing strategic partnerships with
Development actors, UN agencies and private sector. UNHCR current protection
activities provided to refugees, displaced communities and stateless persons
include Registration, Refugee Status Determination, Resettlement and Durable
Solutions, while assistance is primarily focusing on life-saving activities
such as health, education, livelihoods, and community development/empowerment.
With resettlement being the main durable solution for Congolese refugees, it
has become challenging to manage expectations in resettlement, and attempted
fraud cases are being identified and managed. Domestic violence within families
have been reported, all linked to resettlement expectations. The refugee
communities were most often unwilling to develop their capacities/potentials,
due to concerns of losing resettlement opportunities. This dynamic has shifted
with recent limited allocated slots for resettlement, and refugees are willing
to engage in self-reliance activities, and there is need for Karongi office to
accompany these changes in mindset.
Purpose and Scope of Assignment
The Protection Associate reports to the Associate Protection
Officer. The incumbent monitors protection standards, operational procedures
and practices in protection delivery in line with international standards and
provides functional protection support to information management and programme
staff.
The Protection Associate is expected to coordinate quality,
timely and effective protection responses to the needs of refugees, displaced
and stateless persons and identify opportunities to mainstream protection
methodologies and integrate protection safeguards in operational responses in
all sectors. S/he contributes to designing a comprehensive protection strategy
and liaises externally with authorities and partners on protection doctrine and
policy as guided by the supervisor.
The Protection Associate also ensures that the communities
we serve are involved in making decisions that affect them, whether in
accessing their rights or in identifying appropriate solutions to their
problems. To achieve this, the incumbent will need to build and maintain
effective interfaces with communities of concern, local authorities and
protection partners.
Under the direct supervision of the Associate Protection
Officer, the incumbent will undertake the following tasks:
Stay abreast of political, social, economic and cultural
developments that have an impact on the protection environment.
Consistently apply International and National Law and
applicable UN/UNHCR and IASC policy, standards and codes of conduct.
Assist in providing comments on existing and draft
legislation related to refugees, displaced communities and stateless persons.
Provide advice on protection issues to the people we serve;
liaise with competent authorities to ensure the issuance of personal and other
relevant documentation.
Assist in conducting eligibility and status determination
for the people we serve.
Contribute to measures to identify, prevent and reduce

Qualifications and Experience
A. Education, Certificates, and/or Licenses
– Education: 3 years relevant experience with a High School Diploma; or 2 years
relevant work experience with a Bachelor’s or equivalent or higher.
– Field(s) of Education: International Development, Cultural Studies, Human
Rights, International Social Work, Social Science, Political Science,
Anthropology, International Law, or other relevant field.
B. Work Experience
– Years of Experience: 3 years relevant experience with a High School Diploma;
or 2 years relevant work experience with a Bachelor’s or equivalent or higher.
– Relevant Job Experience: Essential (Experience in working with UNHCR in
protection and solutions), Desirable (Training in basic principles of
international protection, Protection Learning Programme).
