The Higher Education Council (HEC) Rwanda is pleased to announce that the Commonwealth Scholarship Commission (CSC) in the United Kingdom has invited Rwanda to nominate 16 candidates for PhD studies and 14 candidates for Master’s studies for fully funded scholarships starting September/October 2026.
Note: A nomination from HEC does not guarantee selection or placement by CSC.

Eligible Development Themes
Applicants must choose only one of the following six development themes:
- Science and Technology for Development
- Strengthening Health Systems and Capacity
- Promoting Global Prosperity
- Strengthening Global Peace, Security and Governance
- Strengthening Resilience and Response to Crises
- Access, Inclusion and Opportunity
Required Application Documents
Interested candidates should prepare and submit the following documents:
Application letter addressed to the Director General of HEC clearly indicating:
Admission status (admitted or not)
University name (for admitted applicants)
Employer and position
Any other relevant information
- National ID or valid passport
- Curriculum Vitae (CV)
- Employer recommendation letter
- Original, certified degree and transcripts for the previous level of education
- Two recommendation letters from academic staff from the university where the previous degree was obtained

- Applications must be submitted online to HEC MIS via http://mis.hec.gov.rw/system-login.

Eligibility Requirements:

Master’s applicants: Bachelor’s degree with at least Second Class Upper Division or equivalent in a related field

PhD applicants: At least 70% average in the previous degree

Applicants must submit a quality research proposal describing the expected development impact in Rwanda. A personal statement will strengthen the application.

Applications must also be submitted on the CSC online application system.

Only applications submitted on both CSC and HECMIS portals will be considered.
