for applications for the AVoHC Kofi Annan Resource Mobilization Expert under
the African Volunteers Health Corps (AVoHC).

AVoHC enhances Africa’s collective ability to prevent,
detect, and respond to health threats. By deploying experts across the

The Kofi Annan Global Health Leadership Program
The Resource Mobilization Expert position falls under the
Kofi Annan Global Health Leadership Program, launched in partnership with the
Kofi Annan Foundation. Named in honor of Kofi Annan, the program aims to
cultivate visionary and principled public health leaders capable of advancing
Africa’s health security and sovereignty agenda.
The program comprises three core components:

Purpose of the Resource Mobilization Expert Role
The AVoHC Rapid Responder – Kofi Annan Resource Mobilization
Expert will provide high-level technical support to national governments and
National Public Health Institutes (NPHIs). The role focuses on designing and
implementing sustainable resource mobilization strategies aligned with Africa’s
long-term health priorities.
Africa CDC’s broader mandate centers on strengthening
Africa’s Health Security and Sovereignty. This includes ensuring that Member
States can independently plan, finance, and manage public health functions
through strong institutions, skilled human capital, and locally driven
decision-making systems.
Persistent financing gaps remain a significant barrier to
achieving these objectives. The Resource Mobilization Expert will play a
critical role in closing these gaps by building diversified funding strategies
and fostering long-term partnerships.
Key Responsibilities
The selected expert will:
- Assess
existing resource mobilization frameworks and financial sustainability
mechanisms
- Develop
tailored resource mobilization strategies for national and institutional
contexts
- Identify
and engage bilateral, multilateral, philanthropic, and private sector
partners
- Draft
compelling funding proposals, concept notes, and investment cases
- Establish
donor stewardship and partnership management mechanisms
- Monitor
and evaluate resource mobilization outcomes
- Develop
training materials and toolkits to build institutional capacity
- Support
communication and advocacy initiatives to strengthen fundraising efforts
The role demands strategic thinking, diplomacy, strong
analytical skills, and the ability to translate complex public health
priorities into persuasive investment narratives.
Academic and Professional Requirements
Candidates must hold a Master’s or Doctoral degree in Public
Health, International Development, Business Administration, or a related field.
Certifications in fundraising or grant writing are considered an asset.
Applicants must demonstrate at least seven years of
experience in resource mobilization, donor engagement, and fundraising strategy
development. Proven experience working with bilateral, multilateral,
philanthropic, or private sector funders is essential.
Proficiency in at least one African Union working
language—English, French, Arabic, Portuguese, Spanish, or Swahili—is required.
