  1. Introduction

ASA International (Rwanda) Plc (“ASA Rwanda”) is a deposit‑taking microfinance institution licensed by the National Bank of Rwanda, operating 37 branches across the country and serving low‑income entrepreneurs through loans and savings. ASA Rwanda is a subsidiary of ASA International Group Plc, listed on the London Stock Exchange.

ASA Rwanda seeks to engage a qualified recruitment firm to support the end‑to‑end recruitment of Seven (7) Branch Managers, to be deployed in branches located in Nyamagabe, Nyamasheke, Nyaruguru, Gisagara, Nyagatare, Huye and Rubavu. Candidates must specify exactly where they are applying for and must be ready and capable to serve there.

  1. Objective of the Assignment

To attract, assess, and recommend highly qualified Branch Manager candidates who meet ASA Rwanda’s competency, experience, and values requirements, and who can drive growth, portfolio quality, and operational efficiency at branch level.

  1. Position Summary – Branch Manager

The Branch Manager is responsible for:

  • Operational leadership: Managing daily branch operations, business growth, client acquisition, portfolio quality, and compliance.
  • Staff management: Supervising, coaching, evaluating, and disciplining staff.
  • Credit & risk management: Overseeing loan processing, client appraisal, disbursement verification, savings/loan transactions, and risk prevention.
  • Customer service: Ensuring high‑quality service and timely resolution of customer concerns.
  • Reporting: Preparing weekly and periodic performance reports and analyzing branch business.

The Branch Manager reports to the Area Manager.

  1. Candidate Requirements – Branch Manager
  • Bachelor’s degree in Business Administration, Management, Economics, Finance, Marketing, or related field
  • Minimum 3 years of managerial experience in a bank, microfinance institution, or SACCO
  • Strong leadership, communication, and people‑management skills
  • Good understanding of microfinance operations and regulatory environment
  • Proven ability to meet sales, portfolio, and performance targets
  • Excellent organizational and customer‑service skills
  • Rwandan nationality; maximum age 40
  • Willingness to work anywhere ASA Rwanda operates
  • Ability to work under pressure and meet deadlines
  1. Scope of Work for the Recruitment Firm

The selected firm will:

  1. Develop and implement a sourcing strategy
  1. Prepare and publish vacancy announcements
  2. Screen applications and conduct preliminary interviews/tests
  3. Present a shortlist of the best‑qualified candidates
  4. Support ASA Rwanda during final interviews and reference checks (if requested)
  5. Coordinate communication with candidates throughout the process
  1. Deliverables
  • Recruitment plan and sourcing strategy
  • Longlist (if requested)
  • Shortlist of top candidates with CVs and screening summaries
  • Support to final selection process
  1. Required Qualifications of the Recruiter’s Team (Brief)
  • Lead Consultant with a bachelor’s degree and 5+ years of recruitment experience, preferably in financial‑sector or managerial placements
  • Recruitment Officer/Talent Sourcer with 3+ years of sourcing and screening experience
  • Strong competency‑based interviewing and candidate‑assessment skills
  • Ability to evaluate both technical and behavioural competencies
  • High professionalism, confidentiality, and ability to work under tight timelines
  1. Proposal Content

Technical Proposal

  • Company profile and relevant experience
  • Proposed methodology and workplan
  • Team composition and key contact person
  • At least three (3) references from similar assignments
  • Declaration of any conflict of interest

Financial Proposal

  • Clear fee structure (per position or full assignment)
  • VAT‑inclusive pricing in Rwandan Francs (RWF)
