The scope of digital health includes mobile health (mHealth), electronic health records (EHRs), electronic medical records (EMRs), digitized health information systems and real-time monitoring of health services and systems, tracking and monitoring of medical supplies and equipment through the supply chain, wearable devices, telehealth and telemedicine, personalized medicine as well as geospatial data and technologies applied too health care (“geospatial health”). Geospatial health is an interdisciplinary field that combines geographic information systems (GIS), spatial analysis, and public health to understand how location and place influence health outcomes. Geospatial health combines GPS, satellite imagery, advanced mapping software and mobile health apps to collect and analyze location-based health data, highly intersects with the digital health field. In recent years, country demand for global guidelines and deployment support for digital health and geospatial health has increased, following the experiences and lessons learned from digital health interventions during the COVID-19 pandemic, increasing access to information, and increasing digital literacy alongside a concurrently widening digital divide. As part of UNICEF’s new Strategic Plan, Programme Group (PG) Health created the Digital Health & Information Systems (DHIS) unit under the Maternal, Newborn, Child and Adolescent Health Section (MNCAH). DHIS supports the use of digital health interventions and data to strengthen programmes across all sections in program group Health whereas facilitating Regional Offices to support country level digital health interventions. For many countries, MICS surveys are among the most important sources of data used for situation analyses, policy decisions, programme interventions, and for informing the public about the situation of children and women. Currently, the MICS programme is in its 7th round and over 50 surveys are already formally listed as part of MICS7: Just over 20 have or are completing fieldwork, with the remaining still in the design phase. The number of MICS7 surveys is expected to increase by 10-20% in 2026 mainly due to closure of USAID’s Demographic and Health Survey (DHS) program and a few other countries currently in the process of finalizing the Memorandum of Understanding documents. Current work on the questionnaire architecture and content of standard MICS7 questionnaires is nearly completed and 8 regional/global Survey Design and 5 Data Processing Workshops have been completed so far. Current and future MICS participating country/survey teams will need additional technical support on: • ongoing and future MICS surveys including planning, sample design, questionnaire customisation, pre-test of questionnaires, customisation of tabulation plans, fieldworkers training, fieldwork monitoring, data analysis and report drafting, and dissemination, and • planning and organisation of any potential local, regional, or global MICS Survey Design, Data Processing and Data Interpretation and Further Analysis workshops.

MICS enables countries to produce statistically sound and internationally comparable estimates of a range of indicators on the situation of children and women, in areas such as health, education, early childhood development, child protection, nutrition, water, sanitation, and hygiene. For many countries, MICS surveys are among the most important sources of data used for situation analyses, policy decisions, programme interventions, and for informing the public about the situation of children and women. Currently, the MICS programme is in its 7th round and over 50 surveys are already formally listed as part of MICS7: Just over 20 have or are completing fieldwork, with the remaining still in the design phase. The number of MICS7 surveys is expected to increase by 10-20% in 2026 mainly due to closure of USAID’s Demographic and Health Survey (DHS) program and a few other countries currently in the process of finalizing the Memorandum of Understanding documents. Current work on the questionnaire architecture and content of standard MICS7 questionnaires is nearly completed and 8 regional/global Survey Design and 5 Data Processing Workshops have been completed so far. Current and future MICS participating country/survey teams will need additional technical support on providing technical support to • ongoing and future MICS surveys including planning, sample design, questionnaire customization, pre-test of questionnaires, customization of tabulation plans, fieldworkers training, fieldwork monitoring, data analysis and report drafting, and dissemination, and • planning and organization of any potential local, regional, or global MICS Survey Design, Data Processing and Data Interpretation and Further Analysis workshops.
Data Collection Unit (DCU) (DAPM/D&A) recommends CSWeb for secure transfer of the data (questionnaires) from the field to the central office for further analysis for MICS programme. CSWeb is the tool developed by US Census Bureau to support the CAPI data transfer with CSPro software. UNICEF IT supported installation and hosting of the CSWeb at UNCEF servers. Currently CSWeb Server version 7.7 is hosted at UNICEF servers. An update to the new version of the server is needed to host the requests of the survey teams to use the latest version of the CSPro. The Multiple Indicator Cluster Surveys (MICS) Programme is UNICEF’s flagship household survey, providing internationally comparable, statistically rigorous data on the situation of children and women. Managed globally by UNICEF’s Data Collection Unit in Data, Analytics, Planning and Monitoring Division (DAPM), MICS supports more than 100 countries with technical assistance, capacity building, and data quality assurance. With the growing number of ongoing and planned surveys, and a new funding modality centered on country resources, effective program coordination is critical to ensure the timely implementation of survey activities, efficient use of funds, and consistent coordination across regional and country offices. MICS is a national government-led activity, with UNICEF providing technical assistance and limited financial support. Given the current dramatic reduction in donor funding and constrained national fiscal space, the consultant will focus on assessing the broader financial sustainability of MICS, including funding from governments, donors, and other partners. The consultant will analyse how MICS is financed across different sources to support strategic planning and resource mobilization. The purpose of this consultancy is therefore to assess and articulate the extent to which MICS can and should respond to the changing global survey landscape, and under what conditions—institutional, technical, and financial—such an expanded role would be viable and sustainable. The work will examine how MICS could contribute to maintaining continuity in global demographic and health statistics while reinforcing existing national data infrastructures and avoiding the creation of parallel systems.
As part of the MICS programme, UNICEF continues to strengthen its MICS support mechanism at all levels, so that implementing partners in countries can receive the required level of technical assistance on a timely basis at critical survey stages and are in a better position to support the implementing partner. The 7th round of the MICS programme (MICS7) was launched in March 2023 and there are already 40 planned and ongoing MICS7 surveys and potentially 20-30 more surveys in the pipeline. There are also 7 surveys from the 6th round of the MICS programme that are still in data processing or report finalisation stages. A very important element of MICS design and implementation is sampling, which is a very specialized field of work. Excellent sampling support is needed during the design, implementation, and reporting stages of all surveys. As currently there is no sufficient funding to cover all planned activities, some deliverables are planned to be completed only if additional resources become available.

Over the last 5 years, on average 66% of private sector funding has gone to only 3 HAC appeals – many of them media-covered emergencies. Although we will continue to leverage media-driven crises, our universal mandate requires a more sustainable and equitable distribution of funding across emergencies, especially for Chronically Underfunded Emergencies (CUEs). Chronically Underfunded Emergencies are crises marked by sustained humanitarian needs that often span years or even decades. These emergencies typically occur in regions affected by chronic displacement, ongoing conflicts, or recurring natural disasters such as drought. Closing the funding gap for chronically underfunded emergencies from the private sector demands bold action and seamless collaboration across UNICEF. It is in this regard that UNICEF’s Private Fundraising and Partnerships (PFP) Division is launching the Global Emergency Alliance for Children, a pioneering platform to mobilize leading businesses for sustained, flexible support to children affected by protracted and sudden-onset crises. The Multiple Indicator Cluster Surveys (MICS) is an international household survey programme developed and supported by UNICEF. MICS is designed to collect data on key indicators that are used to assess the situation of children and women. Over the past three decades, MICS has continuously evolved to respond to changing data needs, expanding from 28 indicators in the first round in the mid-1990s to more than 250 indicators in the current seventh round, and has become a key source of data on child protection, early childhood education, and a major source of data on child health and nutrition. In addition to being a data collection tool to generate data for monitoring the progress towards national goals and global commitments for promoting the welfare of children, MICS provided valuable data for MDG and recently for SDG monitoring and reporting. Under the overall supervision of the Household Survey Specialist, the Global Blood Testing Consultant has the responsibility for finalising the standard MICS questionnaire modules and associated protocols. In collaboration with the Global MICS Team in UNICEF Headquarters (HQ) and Regional Offices (ROs), and the respective UNICEF Country Offices (COs), as well the UNICEF Programme Group staff on Climate, Environment, Energy & Disaster and national partners, the Consultant will support the preparation, implementation, and completion of up to three MICS surveys (or similar UNICEF-supported survey) in relation to the blood testing component. When possible, the consultant will further provide input to UNICEF’s global efforts and support to data collection including blood sample, outside the MICS Programme. Designs and protocols will follow those established for other components of the MICS Programme. The Consultant will work together with the Global MICS Team’s experts on sampling, data processing, and household survey support.
As part of the MICS programme, UNICEF continues to strengthen its MICS support mechanism at all levels, so that implementing partners in countries can receive the required level of technical assistance on a timely basis at critical survey stages and are in a better position to support the implementing partner. The 7th round of the MICS programme (MICS7) was launched in March 2023 and there are already 40 planned and ongoing MICS7 surveys and potentially 20-30 more surveys in the pipeline. There are also 7 surveys from the 6th round of the MICS programme that are still in data processing or report finalisation stages. A very important element of MICS design and implementation is sampling, which is a very specialized field of work. Excellent sampling support is needed during the design, implementation, and reporting stages of all surveys. As currently there is no sufficient funding to cover all planned activities, some deliverables are planned to be completed only if additional resources become available.

The National Consultant will provide technical and coordination support for the implementation and piloting of the Inclusive Education Programmatic Framework (IEPF) in 10 preschools, as well as coordinate work on the development of National ECD Strategy. Achieving the ambitious target of the RISE programme requires having a robust Monitoring, Evaluation and Learning plan (MEL) as an integral part of the programme. A MEL plan will set out a clear learning agenda and strategies for evidence generation to inform adaptive implementation and programme management. The MEL plan will allow to integrate a participatory monitoring lens that ensures perspectives of young women, persons with disabilities, and refugees are consistently reflected in data collection and reporting: The MEL Plan should include a table of relevant and required shared measures, along with their targets and required disaggregation levels that are aligned with the programme. The MEL plan should recommend priority monitoring areas (key aspects the programme intends to monitor), clearly specifying the following for each area: - monitoring questions, - methodology, - responsible party, and Timeline. The MEL plan should be aligned with the Rwanda’s Education Sector Strategic Plan and Mastercard Foundation's Impact Framework. All proposed monitoring and evaluation activities should be reflected in the MEL Plan. A review session is to be held between the consultant, UNICEF, and Mastercard Foundation to align the methodologies and timelines. For individual learning evaluation activities, a consultant should define 1) Purpose, 2) Evaluation questions, 3) Brief methodologies, and 4) Timelines Specifically, a consultant is expected to develop a MEL plan and framework that will be used to: • Capture all programme activities, processes, outputs, targets, and achievements, including partners’ contribution and regular downstream partners reporting • Track the progress of programme activities and provide timely data to meet information and reporting needs • Ensure systemic valuation of performance and progress towards the expected outcome and impact
