1. Background
Rwanda has set ambitious development goals of attaining
middle-income status by 2035 and high-income status by 2050. Achieving a
positive trade balance is essential for realizing these objectives. To this
end, Rwanda must effectively engage in modern international business and
negotiate well-structured global trade deals that can foster favorable trade
dynamics, helping transition the country from a trade deficit to a trade
surplus economy.
In this context, the University of Rwanda (UR), in
collaboration with the World Trade Organization (WTO), is implementing Phase
III of the WTO Chairs Programme (WCP) in Rwanda. The UR WCP aims to enhance
knowledge and understanding of the trading system among academics, citizens,
and policymakers by promoting teaching, outreach, and research related to
international trade. Under this initiative, several research papers have been
developed to provide policy-relevant insights and solutions to challenges in
the trade sector.
